Job Title: Director/Compliance Officer of Special Services       Wage/Hour Status: Exempt
Reports to: Executive Director of Special Services                  Pay Grade: Admin 8

Supervises:  Instructional Supervisors, and Department PEIMS Clerks


Primary Purpose: Provide strategic leadership and operational oversight for district Special Education and
Section 504 compliance systems, department supervision structures, and program implementation. Support the
Executive Director in ensuring compliance with federal, state, and local requirements related to IDEA, Section
504, ADA, evaluation, instructional programming, behavior supports, and due process procedures. Lead the
development, implementation, monitoring, and continuous improvement of compliance systems, corrective
action processes, staff accountability measures, and districtwide support structures to ensure high-quality
services and positive student outcomes.


Qualifications:
Education/Certification:
? Master’s Degree
? Special Education Certification (preferred)
? Mid-management, AEL (Advancing Educational Leadership), or Principals Certification
(preferred)


Special Knowledge Skills:
? ability to utilize data systems, reporting tools, spreadsheets, databases, and software
applications to monitor compliance and program effectiveness
? Knowledge of federal and state Special Education, 504, and ADA laws
? Understanding of the individual needs of student with special needs
? Ability to implement, monitor, and evaluate compliance systems, operational procedures, and
districtwide implementation framework
? Knowledge of Results Driven Accountability and Corrective Action Plans


Experience:
? Five years working in Special Education and 504
? Minimum five years’ experience in supervisory role
? Experience practicing conflict resolution/mediation
? Other qualifications as deemed appropriate by the Superintendent


Major Responsibilities and Duties:
Leadership Responsibilities
? Supervise and support instructional supervisors, compliance support staff, and assigned
department personnel
? Develop systems for accountability, coaching, onboarding, mentoring, professional growth
aligned to district expectations and compliance requirements
? Assist with interview processes, staffing recommendations, and employee performance support
? Support districtwide strategic planning related to Special Education and Section 504 services
? Provide leadership and technical guidance to campus administrators of Special Education and
Section 504 procedures, compliance requirements, and district expectations
? Collaborate with district leadership and Human Resources regarding personal concerns, staffing
projections, recruitment, retention, and personnel planning.
? Assist supervisory personnel in conducting due-process procedures
? Communicate new developments in special education and 504 laws to staff
? Promote collaborative leadership structures and professional accountability
? Define job performance expectations of subordinate staff, evaluate job performance, conduct
conferences, and develop training options and improvement plans to ensure the best operation
? Perform other duties as designed


Compliance and Risk Oversight:
? Oversee compliance audits, corrective action implementation, and risk-monitoring systems
? Coordinate district responses to TEA complaints, mediation, due process hearings, and
corrective action plans
? Identify compliance risks and collaborate with district leadership to implement proactive
problem-solving measures and sustainable corrective actions
? Monitor the Admission, Review, and Dismissal (ARD) and 504 processes districtwide
? Ensure compliance with federal, state, and local requirements related to IDEA, Section 504,
SHARS/MAC, and special education procedures.
? Represent the District in responding to TEA and OCR Compliance Resolutions, Mediation and
Due Process Hearings
? Assist with troubleshooting and investigating complaints from parents and staff and developing
and implementing corrective action plans
? Collaborate with legal counsel, advocates, and external stakeholders regarding compliance
matters and dispute resolution processes
? Provide technical assistance to campuses regarding implementation of TEA required special
education and 504 forms


Personal & Operational Management:
? Coordinate department procedures, compliance workflows, district guidance documents,
monitoring tools, and implementation frameworks
? Facilitate cross-department collaboration to improve student support systems and operational
alignment
? Assist in the management and maintenance of the Special Education and 504 fiscal year budget
? Research, draft, and submit proposals for grants through state and federal funding
? Collaborate with other departments, campuses, vendors, and agencies to insure timely and
accurate billing in accordance with current regulations
? Monitor, control, and track the department’s purchases of contracted services, equipment,
technology, and other purchases as required for strict federal grant compliance


Program Implementation:
? Assist to oversee the development and delivery of special education curriculum and
instructional programs that incorporate district goals and support student achievement
? Participate in committee meetings as needed to ensure that student placement is appropriate
and development of Individual Education Plans (IEP) and Individual Accommodation Plans (IAP)
for students are consistent with district policies and procedures
? Serve as a liaison between regular education programs and special education programs


Data & Monitoring Systems:
? Analyze district trends, data findings, timelines, compliance indicators, implementation fidelity,
and monitoring systems related to Special Education and Section 504 services to guide
decision-making and continuous improvement efforts.


Collaboration & Stakeholder Relations:
? Facilitate cross-department collaboration to improve student support systems and operational
alignment
? Collaborate with legal counsel, advocates, and external stakeholders regarding compliance
matters and dispute resolution processes
? Interact with and provide information to staff and the community regarding special education
and 504 programs

 

Working Conditions: 
Mental Demands/Physical Demands/Environmental Factors:
Work with frequent interruptions; maintain emotional control under stress; prolonged use of computer.
Occasional prolonged and irregular hours. Frequent district wide and occasional state-wide travel.
Ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and
muscular coordination simultaneously.

Salary : $98,266 - $138,518
