Job Overview:
The Construction Project Manager serves as a key liaison between subcontractors, clients, and the internal operations team from project award through closeout. This role is responsible for the overall planning, coordination, and execution of public works construction projects to ensure they meet design specifications, schedule requirements, budget goals, and prevailing wage compliance.
The Project Manager establishes and maintains project governance by implementing standards, processes, and tools that support efficient project delivery. This role requires a strong understanding of construction methods, project controls, and public agency requirements, along with the ability to proactively identify challenges and drive solutions.
Key Responsibilities
- Oversee the full project lifecycle from initiation through closeout, ensuring delivery aligns with scope, schedule, budget, and specifications
- Manage day-to-day operations on active job sites and overall project execution
- Develop and maintain project budgets, forecasts, cash flow, and cost controls
- Create and manage master project schedules, including milestones and timelines
- Act as the primary liaison between clients, subcontractors, inspectors, and internal teams to ensure clear and consistent communication
- Collaborate with architects, engineers, and stakeholders throughout all project phases
- Conduct project meetings and provide regular status updates to clients and executive leadership
- Prepare, submit, and manage all project documentation, including submittals, RFIs, change orders, daily logs, and closeout packages
- Review plans, specifications, and contracts to ensure compliance with design intent and regulatory requirements
- Maintain accurate and organized project records for tracking and reporting
- Manage subcontractor performance, including scope adherence, scheduling, quality, and contract compliance
- Oversee procurement processes, including subcontractor selection, contract negotiations, and vendor coordination
- Support preconstruction efforts, including bid support, proposal preparation, and bid package development
- Conduct site inspections to monitor progress, ensure quality standards, and resolve field issues in a timely manner
- Identify and mitigate project risks, delays, and conflicts to maintain project performance
- Ensure compliance with contract requirements, prevailing wage laws, certified payroll, safety standards, OSHA regulations, and public agency requirements
- Lead and enforce job site safety practices and standards
- Monitor project performance, manpower, and productivity to ensure efficiency and cost control
- Analyze project data to identify improvements and cost-saving opportunities
- Supervise and provide direction to Project Coordinators to support workflow, consistency, and team efficiency
Qualifications & Experience
- Minimum 8 years of construction project management experience, including public works and prevailing wage projects
- Bachelor’s degree in Construction Management or related field (preferred)
- Construction Project Management certification (preferred but not required)
- Strong knowledge of project workflows, including submittals, RFIs, change orders, and closeout processes
- Solid understanding of project scheduling, budgeting, forecasting, and cost control
- Experience with public works compliance, documentation, and regulatory requirements
- Proven experience managing subcontractors, vendors, and field teams
- Background in public works construction, including modernization and retrofit projects
- Proficiency in construction management software (e.g., Procore, Bluebeam) and Microsoft Office Suite
- Ability to read and interpret blueprints, schematics, and construction documents
- Strong risk assessment, problem-solving, and analytical skills, including value engineering capabilities
- Excellent organizational skills with high attention to detail
- Strong leadership presence with the ability to motivate and guide teams
