Job Skills / Requirements

Under limited supervision, supervises the operation, and process laboratory functions of the Drinking Water Treatment (DWT) Department ensuring compliance with all applicable agency policies and procedures, and federal/state/local laws and regulations pertaining to the collection, treatment and distribution of the public water supply.  Ensures water quality and quantity from reservoir to the customer.  Ensures that DWT facilities, advanced and conventional treatment processes as well as associated assets are operated, maintained and managed in good working order in accordance with industry standard as well as Spartanburg Water Mission, Vision and Purpose. Reports to the Director of Drinking Water Services.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

·         Supervises the operation, and process laboratory functions of the DWT Department, ensuring compliance with all applicable agency policies and procedures, and federal/state/local laws and regulations pertaining to the collection, treatment and distribution of the public water supply in addition to the proper application of alum solids and treatment of wastewater from alum residuals handling processes. Collaborates with other department areas as needed to ensure regulatory and water quality goals are met. Ensures the successful completion of Consumer Confidence Report (CCR) requirements.

 

·         Directs the activities of assigned supervisory and clerical personnel; supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending employee transfers, promotions, discipline, discharge and salary increases Ensures that Time and Attendance guidelines/procedures are administered appropriately within the DWT Department.

 

·         Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed. Assumes ownership through effective leadership, instruction, review and certification (as appropriate) of all required regulatory reports for DWT. Provides feedback to staff on their work products and provides assistance when appropriate to ensure completeness and accuracy.

 

·         Develops and implements department policies and procedures. Leads and maintains Utility Management System initiatives for assigned areas of responsibility. Develops optimization strategies for continuous improvement in assigned areas of responsibility. Develops and tracks key performance indicators in areas of Department responsibility. Utilizes data to establish operational benchmarks, develops key performance indicators, metrics and other continuous improvement methods to optimize treatment operation, performance and efficiency. Ensures SOP's for DWT are updated in accordance with UMS standards.

 

·         Develops, maintains and tracks DWT Department’s operating, capital and depreciation budget; develops and implements cost-saving measures as required. Ensures Department expenditures are in line with Procurement Policies & Procedures.

 

·         Ensures the uninterrupted operation of water treatment facilities, dams and water intake structures. Responsible for Spartanburg Water’s Dam Safety Program including, but not limited to, Emergency Action Plans as well as coordination of appropriate inspections, maintenance, and record keeping. Ensures that hydroelectric facilities are run in an efficient manner.  Directs, coordinates and administers programs, projects and operations related to hydroelectric facilities.  Is responsible for ensuring that Spartanburg Water is in compliance with applicable regulations, operational requirements and protocols related to hydroelectric facilities and their associated infrastructure/appurtenances.  Responsible for operational and depreciation budgets related to hydroelectric facilities as well as assigned projects.

 

 

·         Oversees the operation of three water supply lakes, including drought management procedures, high water level, emergency action, source water protection, downstream releases and maintenance prioritization. Ensures appropriate development, monitoring, implementation and coordination of departmental and company-wide projects, programs, and initiatives related to environmental resource protection, conservation easement and restrictive covenant issues, water rights issues, and water supply issues; participates in strategic planning, capital improvement program planning/development, water supply planning, and integrated water planning; acts as a resource to other departments and organization staff in areas of watershed protection, watershed legislation and environmental regulations related to area of responsibility; recommend policy, procedures or actions that will promote water quality. Possesses the required knowledge, skills and abilities to effectively operate, or direct the operation of dams, intakes, and critical DWT infrastructure during a variety of environmental conditions (i.e. drought, flood, etc.). Ensures appropriate planning, monitoring, coordination and training for critical infrastructure related to DWT's area(s) of ownership. Ensures proper communication, planning and actions with downstream stakeholders and/or emergency response agencies.

 

·         Assists with the development, certification and/or recertification of SPCC Plans for the DWT Department.
