POSITION SUMMARY

Performs human resources generalist administrative work overseeing, managing, and implementing, human resources activities and other personnel functions; does related work as required. Work is performed under the general supervision of the Director of Human Resources. Serves as a contact in the absence of the Deputy Director of Human Resources.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

ESSENTIAL DUTIES

  • Administers and manages job postings on the County Website.
  • Manages New Hire Orientation Program
  • Manages employment compliance communication for the County.
  • Manages the initiatives and activities that make up the County Engagement program. Serves as Management liaison for the Employee Engagement committee.
  • Coordinates and schedules employee-led recognition programs.
  • Manages the County’s Family Medical Leave Act (FMLA) program. Responsible for all FMLA entries, communications, and reports.
  • Prepares and conducts FMLA training for managers and employees.
  • Keeps abreast of current and pending legislation affecting employment law policies; recommends changes in the County Employee Handbook.
  • Partner with department heads in reviewing and updating job descriptions.
  • Managing and implementing personnel activities and functions; preparing and maintaining files and reports.
  • Assist with the planning, organizing, directing, and coordinating the County’s personnel management program including classification and pay, employee relations, recruitment and selection, and benefits administration.
  • Represents the County in the absence of separating Department Head or supervisor in unemployment hearings when needed.
  • Assist department directors, supervisors, and employees with personnel-related matters; ensure compliance and proper interpretation of various state and federal regulations as it relate to Human Resources.
  • Maintains records, handles related correspondences, and makes recommendations as changes develop.
  • Completes projects as assigned by the HR Director.
  • Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Comprehensive knowledge of the philosophy, principles, and practices of public human resources administration such as the accepted methods and practices of the Family Medical Leave Act, comprehensive knowledge of governmental organization and administration; ability to customarily and regularly exercise discretion and independent judgment with respect to matters of significance; the ability to present ideas effectively, either orally or in written form; ability to establish and maintain effective working relationships with County officials, associates and the general public; ability to conduct recognition and teambuilding events for employees.

EDUCATION AND EXPERIENCE

Any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in human resources management, public administration, or related field. Extensive experience in public sector human resources management, PEBA, and FMLA administration.

LICENSE, CERTIFICATIONS, and OTHER REQUIREMENTS

  • All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
  • Possession of a valid driver's license issued in the state of South Carolina.

  • Longevity pay increase after 18 months of employment (new hires)

Pay: $59,967.00 - $63,789.00 per year
