POSITION SUMMARY
Performs complex technical administrative work and provides executive level support for the County Administrator and administrative staff; does related work as required. Work is performed under the regular supervision of the County Administrator.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, standing, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL DUTIES
· Interfaces regularly with citizens and/or officials on behalf of the County Administrator and team through telephone, electronic or in-person communications.
· Represents the County and County Administrator in a professional manner to persons and/or groups who arrive at the office announced or unannounced as well as those who contact the office seeking information;
· Supervises the Sr. Administrative Assistant; delegates and monitors work to ensure accuracy, effectiveness, and professionalism;
· Receives calls and callers for the County Administrator and team; ascertains nature of business and directs to the appropriate authority for disposition;
· Schedules appointments for and with the County Administrator and team; maintains and coordinates calendars;
· Oversees office operations, orders supplies, coordinates equipment repairs as-needed, ensures professional appearance is maintained in public-facing and office common areas;
· Oversees scheduling of shared meeting spaces; meeting set-up for on-site and occasional off-site meetings to include technology set-up;
· Arranges travel and accommodations for conferences and meetings; prepares travel expense reports as applicable;
· Processes personnel, financial, legal and other County business of a confidential nature and maintains confidential files; maintains confidentiality of information obtained through the course of business;
· Receives, opens, processes and sorts mail for the County Administrator;
· Maintains various files and records according to retention schedules and policy;
· Monitors and tracks documents and correspondence which require timely action, decision, or response;
· Composes a variety of correspondence, reports and materials;
· Researches a variety of information sources and compiles information as requested;
· Assists with preparation of office operational budget;
· Enters requisitions for procurement of goods and services, processes office invoices for payment by Finance Department;
· Provides information on request on a variety of administrative policies and related regulations and rules;
· Assists the County Administrator with special projects;
· Assists other agencies and offices including Commissions and committees;
· Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Comprehensive knowledge of standard office practices, procedures, equipment and office assistance techniques; comprehensive knowledge of business English, spelling and arithmetic; thorough knowledge of the organization and functions of the County; ability to maintain office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor; ability to establish and maintain effective working relationships with County officials, associates and the general public; ability to communicate professionally and calmly.
EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent to graduation from an accredited community college with major course work in office technology or related field and extensive office assistance experience in the office of an executive. Advanced skills with Microsoft Office programs are preferred.
LICENSE / CERTIFICATION and OTHER REQUIREMENTS
All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
