Role and Responsibilities:
- Assist Policy & Allied Integration Division Chief to develop and assess progress of assigned projects, including cost/resource estimates, schedules, and technical performance while working with project leads & functional teams to identify, analyze, monitor, and mitigate risks
- Provide project status to leadership as required; advise of significant actions or problems as well as resolutions; and develop annual division project workplan inputs and updates
- Assist Division Chief to develop, implement, and continually improve internal business processes and broader workforce guidance regarding policy functions, to include Allied Integration (i.e., international affairs & foreign disclosure responsibilities)
- Aid Division Chief with development and maintenance of task management processes and inputs to internal and higher-level staff meetings and initiatives, to include knowledge/file management & training
- Plan and develop project scope, objectives, and measures of effectiveness/performance
- Determine project milestones, schedules, and detailed project plans in collaboration with project leads; evaluate and track progress
- Overcome obstacles that arise, ensure tasks are finished within assignment constraints; manage risk
- Identify project shortcomings and plan for ways to fix similar issues in the future while highlighting what went right, including lessons learned and best practices to be considered
- Obtain required training certification and serve as a Foreign Disclosure Representative
- Research and conduct analyses of technical, operational, policy, political, and military factors related to proposed international programs and Force Design efforts
- A TS/SCI CI Poly is required and able to be cleared for SAP/SAR
- Project Management Professional (PMP) or similar certification
- Fourteen (14) years of overall experience.
- STEM bachelor’s degree (master’s degree desired)
- 4 Yrs experience managing DoW/DoD and/or IC programs (as military, civilian, or contractor)
- Demonstrate strong knowledge of Pgm Mgt principles, regulations, and tools (scheduling, EVM, etc.)
- Ability to lead functional personnel (e.g., SETA/FFRDC) in translating technical requirements into acquisition requirements and/or program management documents (e.g., SOW/PWS, POAMs)
- Ability to develop annual resource plans, assign & manage tasks, track program details and interactions
- Practitioner experience with multiple space core functions/ mission areas (e.g., space control, EW, SATCOM, NAVWAR, missile warning & tracking, missile defense, space-based sensing & targeting/ ISR, satellite C2, on-orbit ops, space launch/ re-entry/ range control, and space domain awareness)
- Ability to effectively write & orally communicate with senior U.S. and foreign government officials
- Familiarity with international armaments/security cooperation or Foreign Military Sales and DoW/DoD and/or IC foreign disclosure processes is highly desired
- Travel is 10%
