Job Title: Director of Facilities and Maintenance
Reports to: Superintendent
Dept./School: Operations
Pay Grade: Exempt
Wage/Hour Status: AS6 – 226 days

 

 

 

Primary Purpose:
Coordinate and manage all new construction and renovation projects in the district. Ensure compliance with all planning and zoning requirements. Supervise all operational functions of the district such as facilities maintenance, construction, and custodial as well as ensure efficient and effective energy management district wide.

 

Qualifications:
Education/Certification:

  • Bachelor’s degree in business, engineering, education or other related area 

Special Knowledge/Skills:

  • Knowledge of project planning and construction principles
  • Knowledge of mechanical and electrical design and installation
  • Knowledge of health safety regulations
  • Knowledge of building codes, zoning ordinances, and the inspection certification process
  • Ability to read blueprints and schematics
  • Ability to conduct on-site inspections of all district facilities
  • Strong organizational, communication, and interpersonal skill
  • Experience:
  • Five years’ experience in construction project management, architecture, or engineering preferred
  • Three years’ experience in school district leadership position preferred

Major Responsibilities and Duties:
General
1. Demonstrates thoroughness, reliability and a high degree of accuracy in performing work assignments.

Facility Construction and Repair
10. Coordinates and oversees construction projects for the district.
11. Serves as liaison to architects, engineers, and consultants to develop, review, and finalize project plans, drawings, schematics, and specifications.
12. Consults with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating district construction projects.
13. Participates in the pre-qualification or approval process for architects, engineers, and contractors.
14. Conducts on-site inspection of construction projects to ensure conformance with construction documents, programs, and needs.
15. Consults with faculty, administrative staff, and community concerning program preparation and design needs.
16. Inspects existing facilities and make recommendations for improvements as needed.
17. Establishes and recommends priorities for repair projects.
18. Develops and maintains construction progress schedules.
19. Coordinates and conducts project development and construction progress meetings.
20. Expedites documentation and completion of punch-list items.
21. Coordinates transition of building operation from general contractor to district upon acceptance of a facility.
22. Supervises warranty correction work.
23. Coordinates all infrastructure projects such as paving, data cabling, telecommunications, drainage, fencing, etc.

 

Energy Management
24. Develops and coordinates District energy management program.
25. Monitors utility usage and conduct (coordinate) utility audits as required by law.
26. Plans and conducts needs assessment for improvement of energy management procedures, equipment, and systems.
27. Coordinates the installation, repair, and modification of energy management equipment in district facilities.
28. Communicates energy management guidelines to district staff.
29. Makes presentations on resource conservation to students, faculty, and civic groups.
30. Coordinates energy conservation activities with local, state, and federal conservation groups.

 

Operations
31. Monitors and evaluates the maintenance, and safety operations of the district.
32. Develops administrative procedures and regulations to manage school operations and implement policies adopted by the Board.
33. Visually inspects all district facilities for proper maintenance upkeep.
34. Coordinates the installation and repair of all telephone equipment.
35. Monitors and maintains the District key system.

 

Policy, Reports, and Law
36. Completes periodic reports of construction project progress and make presentations to the board.
37. Coordinates the storage and handling of construction documents.
38. Records and reports all warranty times and make final warranty check prior to end of warranty periods.
39. Compiles, maintains, and files all physical and computerized reports, records, and other documents required.

 

Budget and Inventory
40. Estimates cost of construction and repair projects, including labor, materials, and other related costs.
41. Assists with the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.
42. Assists with the evaluation of formal bids and make recommendations for the awarding of contracts for school board approval.
43. Reviews and approves requests for payment from contractor(s) and designer(s).
44. Ensures that programs are cost-effective and funds are managed wisely.
45. Compiles budget and cost estimates based on documented needs.

 

Safety
46. Maintains safety standards in conformance with federal, state, and insurance regulations.

 

Personnel Management
47. Evaluates job performance of employees to ensure effectiveness.
48. Recruits, trains, and supervises personnel and makes sound recommendations about personnel placement, transfer, retention and dismissal.
Other
49. Attends regular and special meetings of the Board of Trustees as advisor to the Superintendent in presentation of matters related to construction and operations.
50. Performs all the duties and fulfill the responsibilities of the District Asbestos, Americans with Disabilities (ADA), and Integrated Pest Management (IPM) Coordinator.
51. Serves as the District’s Emergency Response Coordinator.
52. Coordinates the insurance (property/auto) program, including seeking competitive proposals for acquisition of insurance policies and submitting insurance claims as necessary.
53. Maintains confidentiality of position.
54. Other duties as assigned.

 

Supervisory Responsibilities:
Supervise and evaluate grounds, maintenance, clerical staff, and leadership.

 

Equipment Used:
Personal computer, copier, and calculator.

 

Working Conditions:
Mental Demands/Physical Demands/Environmental Demands:
Frequent districtwide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspection of all facilities and construction projects; work around machinery with moving parts; work on ladders or scaffolding.
