POSITION SUMMARY: Under general supervision of the Environmental Programs Director, responsible for the planning and management of Southern Ute Indian Tribal Water Quality, Brownfields, and General Assistance Programs.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Responsible for the management over Tribal Environmental Programs including Water Quality, Brownfields, and the General Assistance Program.


  • Ensures that Clean Water Act Water Quality, Brownfields and General Assistance Programs are developed, administered, and achieved in a manner consistent with the goals and objectives of the Environmental Programs Department and the Southern Ute Indian Tribe, and in accordance with applicable tribal and federal laws, regulations, guidelines, and grant agreements.


  • Composes, reviews, and submits accurate and timely grants and proposals for the Water Quality & Remediation Division. Ensures that deadlines for grant applications, grant reports and other projects are accomplished.


  • Provides the overall direction, oversight and administration of water quality program activities including, but not limited to, surface water quality monitoring, non-point source water pollution prevention projects, stream restoration projects, and activities related to the Animas River Program funded by the Water Infrastructure Improvements for the Nation (WIIN) Act.


  • Prepares or directs the preparation of all documents as required by the Tribe and EPA for the water quality program including, but not limited to, grant applications and budgets; assist EPA with §402 Non-Point Discharge Elimination Systems Permit reviews, Water Quality Standards implementation, triennial review, and enforcement; and §401 water quality certifications.


  • Supports the Remediation Manager by providing the overall direction, oversight and administration of the Brownfields program including, but not limited to, identification and prioritization of potential remediation projects, management of cleanup projects and contracts.


  • Assesses and monitors efficiencies of operations, administrative and support systems, and internal reporting relationships and implements necessary changes to correct problems or issues in the Division.


  • Responsible for personnel management including supervision, recruitment, orientation, training, scheduling, performance evaluations, disciplinary and corrective actions and terminations of Water Quality, Brownfields and General Assistance Program staff. Handles confidential matters in accordance with management policies.


  • Oversees and provides technical guidance for complex, controversial, or politically sensitive environment-related land use and area protection planning projects.


  • Creates, reviews, and approves the technical aspects of plans, assessments, and projects and makes recommendations to the Environmental Programs Director when needed.


  • Develops and monitors the progress of environmental project operations to ensure goals and objectives are accomplished.


  • Coordinates, directs, and participates in the implementation of certain program-related cooperative agreements between the Tribe and other governmental agencies.


  • Serves as advisor and consultant to the Environmental Programs Director, Tribal administrative staff, and Tribal Council on water quality and environmental remediation matters.Obtains the expertise of the tribe’s legal counsel, environmental engineering consultants, and other outside resources as appropriate.


  • Communicates and works with individuals and organizations including Tribal departments and divisions, Tribal Council, and state and federal agencies, providing information and guidance on environmental programs and ongoing and proposed projects involving Tribal lands.


  • Works with Tribal attorneys and outside governmental agencies in researching environmental projects, identifying legal issues, and addressing and/or correcting legal problems that may have an impact on Tribal lands.


  • Reviews environmental protection programs for their merit and consistency with tribal environmental objectives.


  • Attends meetings, conferences and training as required to keep up to date on environmental issues.


  • Responds to emergency situations or incidents which may involve hazardous materials requiring the use of specialized equipment, which could occur off-hours and in inclement weather conditions.


  • Participates in and facilitates staff meetings and trainings when required or requested.


  • Serves as management leadership in a positive, supportive, and team-oriented environment.


  • Performs other job-related duties as required or requested.


QUALIFICATIONS:


Must have a BA/BS in in a Science, Technology, Engineering, Mathematics (STEM) or Environmental Sciences field and 8 years of applied experience working in a water quality and/or environmental remediation technical position; OR a MA/MS in a STEM or Environmental Sciences field and 6 years of applied experience in a water quality and/or environmental remediation technical position.


Must have 5 years of water program or environmental project staff supervision and scheduling.


Must have experience developing, coordinating, and administering environmental or science related programs, grants, and budgets at an administrative level.


Must have extensive knowledge of applicable Federal and state laws and regulations regarding water quality and environmental issues, processes, and programs.


Must have computer experience with software programs including Microsoft Word, Excel, ArcGIS.


Must have a valid Driver’s License for the state of residency and be insurable under the Tribal vehicle insurance policy.


Must pass a thorough background check including Criminal History and pre-employment drug test.


PREFERRED QUALIFICATIONS:


Eight (8) years of experience in a technical and regulatory water quality or remediation field including environmental project and staff management experience.


MS in Hydrology, Water Resources, or related discipline.


Experience with Tribal Water Quality Standards and Colorado Water Quality Control Commission Regulations.


Experience in the development and administration of water pollution control programs.


Current Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) certification.


Two (2) years of managerial/ administrative experience with a Native American Indian Tribe.
