POSITION SUMMARY: Under general supervision of Justice and Regulatory Director, provides consistent and fair law enforcement and public safety services for persons living within the exterior boundaries of the Southern Ute Indian Reservation.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Plans, organizes, and directs the program and activities of the police department.
2. Supervises directly, or through subordinate supervisors, law enforcement officers, dispatchers, criminal investigators, victim advocates, community resource officers, security officers, crime analyst, and clerical employees.
3. Patrols the Reservation and assists officers with investigations.
4. Maintains availability for 24-hour emergency on-call and responds when called or when an emergency or criminal situation is observed while off duty.
5. Enforces all Tribal and Federal Laws and follows the provisions of the Indian Civil Rights Act.
6. Meets with criminal justice ecosystem partners, to discuss and resolve issues and concerns. Conducts follow up meetings with criminal justice ecosystem partners to ensure that all issues and concerns are being adequately addressed.
7. Addresses issues involving criminal jurisdiction in Indian Country.
8. With the advice and consent of SUIT leadership, may serve as the Tribe’s liaison and representative with local, state, and federal agencies for boards, task forces, work groups, and/or public safety committees.
9. Consults with Director of Justice & Regulatory and Legal Services in the development and periodic review and update of overall policies and procedures to govern the activities of the department.
- Consults with the Director of Justice & Regulatory and Legal Services in drafting and obtaining approval for a variety of Intergovernmental Agreements, MOAs, and MOUs with other agencies and Tribes to facilitate cooperative, cohesive, and effective efforts and resource management for public safety response.
11. Directs and participates in the preparation of the annual operating budget for internal and external funding. Directs and participates in the control and expenditure of appropriations.
12. Advises and assists subordinates in highly complex criminal or other investigations. Assists Tribal Departments in investigations as needed.
13. Assumes direct command of forces in emergency situations or major law enforcement operations.
14. Oversees the operation of the emergency communications center (dispatch).
15. Ensures continuing education and proficiency training requirements for SUPD employees are maintained according to 93-638 Contract and/or POST requirements.
16. Stays current on all phases of police department work, including principles and practices of modern crime prevention, Indian Country criminal jurisdiction, criminal and traffic investigation, and apprehension.
17. Cooperates with municipal, county, state and federal officers in the apprehension and detention of wanted persons and with other departments when activities of the police department are involved.
- Establishes and maintains positive work relations with all public safety entities; emergency communication programs; first responders; criminal justice partners; and non-governmental entities that facilitate public safety efforts.
19. Directs the investigation of, and responds to, all citizen and internal complaints.
20. Supervises the preparation of a variety of regular and special reports, rules and regulations, and operational procedures.
21. Attends and participates in public functions for the purpose of promoting crime prevention and law enforcement and establishing favorable public relations.
22. Maintains regular contact with the Director of Justice & Regulatory, Tribal Elected Officials, and community groups.
23. Represents the Southern Ute Police Department in a positive manner by treating all individuals with respect and enforcing the law courteously and appropriately.
24. Attends departmental meetings as required.
25. Performs other duties as requested.
QUALIFICATIONS:
Must have High School Diploma or Equivalent.
Must have an AA/AS in Criminal Justice and 8 years in law enforcement, including 4 years of experience in police administration with demonstrated experience in handling budgets, internal investigations, staff supervision, and public speaking OR a total of 10 years in the criminal justice system, including 4 years of experience in police administration with demonstrated experience in handling budgets, internal investigations, staff supervision, and public speaking.
Must have successfully completed the approved basic police training course conducted at the Indian Police Academy or similar accredited police academy substantially meeting or exceeding the level of training provided by the Indian Police Academy or a respective State POST certification. The certification from such academy or POST must be active and current and must be maintained through the duration of employment.
Must have knowledge of tribal law, criminal jurisdiction, and Public Law 93-638 Contracts.
Must have and maintain handgun certification throughout duration of employment.
Must pass a comprehensive Law Enforcement background investigation to obtain and maintain the Special Law Enforcement Commission (SLEC) prior to and throughout employment.
Must be able to obtain and maintain Federal Deputy Special Officer Commission Card within year of appointment.
Must be able to obtain and maintain a Tribal Police Commission card within 90 days of appointment.
Must maintain a telephone for emergency calls.
Must have a valid Driver’s License for state of residency and be insurable under the Tribal vehicle insurance policy.
Must never have been convicted of a felony or a crime of misdemeanor domestic violence in State, Tribal or Federal court. Must not have been convicted of or placed on a deferred judgment for any misdemeanor crime for 1 year prior to appt. Must not have a restraining order or order of protection.
Must successfully pass a pre-employment medical exam and annually thereafter.
Must successfully pass a timed Physical Agility test during the first 90 days of employment and annually thereafter. The test will consist of a serpentine run, 150 lb. body drag, 3ft barrier vault, bed search, stair climb, 5ft barrier up & over, tunnel crawl and a lift & carry.
Must pass a psychological evaluation prior to employment.
Must be of excellent character and reputation and pass a thorough background check including fingerprints, and pre-employment drug testing.
PREFERRED QUALIFICATIONS:
Experience in a department with no less than 40 commissioned and support personnel.

Certification in advanced leadership training program (e.g. F.B.I. National Academy, Southern Police Institute Police Administration and Command, Northwestern Center for Public Safety School of Police Staff and Command, FBI-LEEDA Trilogy, etc.).
Demonstrated knowledge of Missing, Murdered, and Missing Persons investigations and community engagement.
TERO preference.
