Job Summary

We are seeking a detail-oriented and highly organized Billing & Administrative Specialist to support our finance and administrative operations. The ideal candidate will possess strong accounting and data entry skills, with a comprehensive understanding of financial systems, billing procedures, and administrative processes. This role offers an opportunity to contribute to efficient financial management, client communication, and office administration, ensuring accuracy and compliance across all functions.

Education and Experience

1. Associate’s degree in accounting, administrative or related field, preferred.

2. Two years of accounting, fiscal or billing experience, preferred.

3. An equivalent combination of education and experience.

Knowledge, Skills, and Abilities

1. Familiarity with NYS Medicaid billing rules and regulations, preferred.

2. Ability to multi-task, plan and prioritize work tasks, and work effectively in both a team and individual setting.

3. Proficient in the use of all Microsoft Office applications (Excel, Word, Power Point).

4. Ability to effectively interact and work with individuals from diverse cultures and backgrounds.

5. Knowledge of ethical and professional responsibilities and boundaries.

6. Ability to communicate effectively, both verbally and in writing.

7. Excellent attention to detail and organizational skills.

8. Strong belief in and commitment to integration of people with disabilities in all areas of community life, essential.

Essential Job Functions

1. Greet and assist visitors, consumers, and employees, addressing inquiries in a courteous and professional manner and providing information as needed.

2. Answer and route incoming calls using a multi-line phone system, ensuring efficient communication and customer service.

3. Record and log checks and ACH payments into the receipt book daily, ensuring accuracy and timeliness.

4. Prepare and submit Medicaid billing in accordance with applicable laws, regulations, and program requirements.

5. Prepare and submit billing for Aging Consumer Directed Services in accordance with contract requirements and agency procedures.

6. Manage Medicaid member eligibility and authorization processes.

7. Process Medicaid remittances and ensure accurate posting of payments.

8. Research, manage, and resolve billing claim denials across all applicable funding sources and programs.

9. Prepare and provide billing documentation, remittances, and supporting records for audits and compliance reviews.

10. Keep the Controller apprised of billing issues, trends, and concerns, and recommend corrective actions when necessary.

11. Provide administrative support to STIC’s fiscal department, including scanning and organizing financial documentation and similar tasks.

12. Manage and coordinate office documentation, including sorting and distributing incoming and outgoing mail, packages, and deliveries.

13. Maintain accurate and up-to-date records in STIC’s consumer databases through data entry, verification, and ongoing monitoring of data integrity; identify and correct discrepancies as needed.

14. Coordinate and oversee the preparation and distribution of bulk mailings.

15. Coordinate and schedule conference room reservations as needed to support office operations.

16. Provide general clerical and administrative support to the organization, as needed.

17. Provide back-up coverage for other front desk staff.

18. Comply with all STIC policies and procedures, as well as applicable state and federal laws and regulations.

19. Demonstrate professional work habits including dependability, time management, independence and responsibility.

20. Collect and maintain all required statistical and other data and prepare and submit reports within established timeframes.

21. Attend all mandatory agency and departmental trainings, meetings, and sign language class and advocacy groups.

Physical Requirements/Working Conditions

1. Ability to sit/stand throughout day to accomplish job.

2. Ability to turn/twist upper body.

3. Ability to enter data, notes, and other documentation into a computer.

4. Must be able to travel throughout covered territories in Upstate NY as needed.

5. Work a flexible schedule that may occasionally include early mornings, evenings, and weekends.
