Position Overview
The SPARC Project Manager provides coordination and oversight for the day-to-day operations of the SPARC Network. This position organizes local SPARC Boards, manages program implementation and funding distribution, and ensures accountability to both health and housing outcomes.
This position does not provide direct client services, but instead focuses on system coordination, partner alignment, and performance accountability across the SPARC Network.
The position is initially funded through Health-Related Social Needs (HRSN) investments from Advanced Health, with long-term sustainability supported by Oregon Housing and Community Services (OHCS). The Project Manager will help bridge the health and housing sectors, advancing work that improves community well-being and housing stability across the region.
Under the direct supervision of the SOCRH Executive Director, the SPARC Project Manager will also receive technical guidance and mentorship from a contracted systems consultant, who provides expertise in systems design, reporting alignment, and organizational capacity building.
Key Responsibilities
Regional Coordination & Governance
- Organize and facilitate the SPARC Boards for Coos and Curry Counties; participate in the Regional SPARC Board.
- Develop agendas, prepare materials, and maintain records for all SPARC governance meetings.
- Track decisions, monitor progress, and ensure follow-up on action items.
- Support consistent communication, transparency, and accountability among SPARC partners (26 agencies)
Program Implementation & Oversight
- Support planning, coordination, and oversight of housing, shelter, and supportive service programs within the SPARC Network.
- Oversee the sub-grantee process in coordination with SOCRH leadership, including contracting, monitoring, and compliance.
- Work with partner agencies to align program goals, data tracking, and outcome reporting.
- Coordinate with the consultant and SOCRH leadership to strengthen operational systems and standardize practices across partners.
Data Management & Reporting
- Manage data collection and outcome reporting for SPARC-funded programs, including HMIS and other tracking platforms.
- Compile and submit quarterly and annual reports to funders such as Advanced Health and OHCS.
- Develop performance dashboards and summaries for SPARC Boards and SOCRH leadership.
Funding & Resource Alignment
- Support efforts to braid and align funding streams, including HRSN, OHCS, CCOs, local, and philanthropic resources to sustain SPARC projects.
- Assist with grant writing, budgeting, and compliance documentation.
- Identify opportunities for new initiatives and cross-sector collaborations that strengthen long-term sustainability.
Partnership Development & Capacity Building
- Serve as liaison between SOCRH, service providers, local governments, and community partners.
- Facilitate partner meetings, training sessions, and cross-agency collaboration to promote shared outcomes.
- Participate in regional and statewide coordination meetings to represent SPARC’s work and contribute to best practice discussions.
- Collaborate with the consultant to build SOCRH’s capacity for system management and partner engagement.
Qualifications
Required:
- Bachelor’s degree in Public Administration, Community Development, Public Health, or related field (or equivalent combination of education and experience).
- Minimum of three years of experience in program or project management within housing, health, or human services sectors.
- Proven ability to coordinate cross-sector or systems-level initiatives and manage multi-partner projects.
- Excellent organizational, communication, and facilitation skills.
- Understanding of social determinants of health and the intersection between housing and community wellness.
Preferred:
- Experience managing state or federally funded programs (OHCS, OHA, ODHS, or CCOs).
- Familiarity with HMIS, ROMA, or similar performance tracking systems.
- Experience in contract management, compliance, or grant oversight.
- Knowledge of rural housing and health systems dynamics.
Success in this role will be demonstrated through effective SPARC Board operations, timely and accurate funder reporting, strengthened partner alignment, and measurable progress toward improved housing stability and health outcomes across the region.
Pay: $70,000.00 - $90,000.00 per year
