United States Attorney's Office for the Southern District of Florida's (USAO-SDFL) mission is to enforce and defend the laws of the United States of America through the prosecution of criminal cases brought by the Federal government; the prosecution and defense of civil cases in which the U.S is a party; and the collection of debts owed to the Federal government that are administratively uncollectible.

Position is also being announced under Merit Staffing procedures under 26-FLS-12934029-MP.

Qualifications:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience:
At least one year of specialized experience equivalent to the GS-12 level in the Federal service performing (obtained in either the public or private sectors) (4) of the (5) duties listed below:
  1. Directing budget formulation, justification, and execution, including multiyear forecasts and submissions through agency review channels;
  2. Analyzing expenditure data to identify cost drivers and develop recommendations that improve program plans, costs, and outcomes;
  3. Managing accounting operations, ensuring accurate transaction recording, ledger maintenance, and compliance with internal control requirements;
  4. Creating financial analysis tools and systems with appropriate software, and train personnel to ensure effective projections and reporting;
  5. Conducting audits or reviews of financial, grant, or special purpose funds to verify allowability, authorization, and proper documentation.

Responsibilities:

This Budget Officer is in the Administrative Division of the United States Attorney's Office for the Southern District of Florida. As the District's Budget Officer, the incumbent is responsible for the formulation, presentation, and execution phases of the district's, short and long-range budget. The budget for the USAO, SDFL is extremely complex in that we have many funding sources, including at least four (4) Federal appropriations. The Fiscal Section is charged with overseeing the financial management program, which includes budget development and execution, fiscal services and disbursements, travel management, audits, and internal and external controls. Advises management on the proper and effective utilization of all financial resources under the district's jurisdiction in accordance with a wide variety of laws, regulations, and Department of Justice and EOUSA policies and programs. Serve as the District's technical expert on the financial aspects of all District operations.

If selected for this position, you will join a well-respected team that is responsible for providing Budget Officer support in the U.S. Attorney's Office, Office Southern District of Florida, located in Miami, Florida, focusing in the areas of financial management, budget development and execution, and effective utilization of all financial resources.

Typical work assignments will include:
  • Lead budget formulation, justification, and execution; maintain integrated financial planning and reporting for long range plans and annual budget.
  • Compile, summarize, and edit budget submissions into a formatted package for USAO approval and transmittal to EOUSA.
  • Advise senior leadership on financial performance; analyze expenditures, identify cost drivers, and recommend alternatives and cost reductions.
  • Direct accounting program within delegated authority; ensure accurate transaction recording, ledger maintenance, and compliance with internal controls.
  • Develop financial analysis systems using off the shelf software; train staff to use tools supporting projections and management reporting.
  • Conduct audits of financial and grant spending to prevent fraud, waste, abuse, and mismanagement; verify allowability and authorization of expenditures.
  • Provide guidance and training to managers on funds management; evaluate requests, develop justifications, and coordinate reprogramming or supplemental actions.
