Scope of Work:  The Housing Programs Manager oversees the property management of SAAF properties, and compliance with all applicable housing regulations for scattered site housing program units. The Housing Programs Manager is responsible for managing local, state, federal, grantor regulations to secure quality, safe and affordable housing for low-income residents. This position reports to the Associate Director of Care and Housing Services. The Housing Programs Manager is a full-time in office, exempt position. Duties include but are not limited to:

Functional Responsibilities:

  • Supervises and supports the Housing Administration Coordinator, Housing Support Specialist and the Housing Services Administration team.  

  • Responsible for the preparation and management of the housing programs budgets in coordination with the Associate Director of Care and Housing Services. 

  • Responsible for oversight of contract billings and quarterly/annual reports for all assigned housing programs.

  • Responsible for managing lease violations and evictions in accordance with state and federal regulations for SAAF properties. 

  • Ensures implementation of policies and procedures in compliance with Arizona Landlord Tenant Act and Fair Housing practices.

  • Ensure compliance with grantor policies including relevant housing regulations for programs such as PRAC Section 811, Continuum of Care Program, PRC (Phoenix Revitalization Compliance), HOME, HOPWA.

  • Responsible for managing applicable property management software and other software as required including, but not limited to: RealPage, and Service Point HMIS.

  • Ensuring compliance and accuracy of HMIS data entered by the Housing Services Administration team.

  • Ensures all housing Program staff members maintain timely and accurate documentation of all client contact. 

  • Responsible for overseeing client accounts to include screening, coordinating, and ensuring timely completion of client housing related eligibility paperwork and payment plans as applicable.

  • Responsible for coordination with the finance department to ensure timeliness and accuracy of housing billings. 

  • Responsible for ensuring compliance with all applicable local, state, and federal regulations pertaining to the operation of SAAF’s housing programs. 

  • Responsible for preparing and attending monitoring visits by HUD and other housing funders. 

  • Prepares check requests for housing programs related bills.

  • Monitors the security of all residential properties to protect employees and property.

  • Attends agency and department staff meetings as a part of the department and agency management.

  • Represents SAAF’s housing program and acts as a liaison with other agencies and community partners.

  • Responsible for tracking, reviewing and approving housing referrals for housing programs. 

  • Ensures accurate and timely submissions of coordinated entry data into the Service Point HMIS system.

  • Attends agency staff meetings.

Qualifications:

Minimum Qualifications:

  • Minimum three (3) years of Management experience, managing a team of five (5) or more.

  • Minimum three (3) years of prior administrative experience in a housing or property management related field.

  • Knowledge of HUD programs and regulations, including any or all of the following: Continuum of Care Homeless Assistance, HOPWA, HOME, Section 811 Program and NSPIRE Standards.

  • Proficiency in Microsoft Office applications.

  • Appropriate fingerprint clearance through the Arizona Department of Public Safety (paid for by SAAF).

  • Access to a reliable vehicle, a valid AZ Driver’s License, Insurance, and a driving record that will be supported by SAAF’s liability insurance provider.

  • Must have or be able to obtain an NSPIRE Inspector certification within six months of hire (paid for by SAAF). 

  • Bilingual in English and Spanish

Preferred Qualifications:

  • Bachelor’s degree in social services

  • Residential property management experience, especially multi-family affordable housing

  • Prior experience with Federal, State, and/or municipal bidding and contract processes

  • Certified Housing Quality Standards or NSPIRE Inspector

  • Excellent interpersonal skills; sensitivity to cultural and personal diversity

  • Prior experience working in a non-profit environment.

  • Knowledge and utilization of property management software

  • Accredited Residential Manager (ARM) certification 

  • Experience with Property Management software, i.e. RealPage and Service Point HMIS. 

 

 

Working Conditions/Physical Demands:  


Operate in a professional office environment and requires the ability to sit for long periods of time with intermittent walking, standing, bending, squatting, pulling, and pushing.  Requires the ability to use standard office equipment such as scanners, computers, keyboards, phones, shredders, photocopiers, and filing cabinets. Requires travelling on occasion as needed between SAAF campuses and other locations.

Physical Requirements: 

This job is a sedentary job, as defined by the Social Security Administration, CFR.
CFR 404.1567 Physical exertion requirements:

(a) Sedentary work: Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally.
