We are seeking to hire candidates for our Control Center Manager-Metro Rail (4031).

Salary Range: $70,668.00-$88,348.00

Important Notice

The Candidate(s) selected for this position will be assigned to the specific mode of transportation in the Control Center, (Bus, Light Rail (D or M Lines), Trolleys (G or T Lines) Subway/Elevated (B or L Lines), based on qualifications and current demand.

Overall Description

Coordinate the management of the daily operations on the Metro Rail Lines that operate from the Elmwood, Callowhill and Victory Districts. These include the Norristown High Speed Line, Media and Sharon Hill Lines, and City Light Rail routes. Provide management oversight of train/trolley operating personnel to ensure performance of duties in a safe manner. Direct Managers to perform specific functions in response/support of service incidents. Produce records of these activities.

Specific Responsibilities

  • Manage Operational Emergencies via implementing the Incident Command System and coordinating SEPTA response with external Emergency Response Agencies.
  • Adjusts and make alterations to schedules to ensure proper spacing and efficient utilization of equipment and personnel.
  • Notify and coordinate with Power, Signals and Mechanical Desks for all situations involving traction power, signals, equipment and facilities.
  • Notify and coordinate with SEPTA Police for all safety and security incidents throughout subway operations.
  • Notify and coordinate with Control Center Information Managers to provide timely and accurate information to the public on service delays or incidents with service impacts.
  • Direct and instruct operating personnel in troubleshooting procedures to prevent, reduce or clear delays.
  • Assist with the collection and analysis of bus, light rail and/or train operational data to improve on-time performance and other service measurements.
  • Enhance the safety/security of the bus, light rail and subway systems and facilities via the management of Closed Circuit Television (CCTV) and system alarms at each station.

Specific Responsibilities (cont.)

  • Ensure all notifications required are properly communicated, including managerial notifications and other emergency notifications.
  • Overseeing the Real-time Vehicle Locator (RTVL) initiative and staff to distribute accurate train movement information.
  • Control and direct the movement of all revenue and non-revenue trains using computerized train control systems, knowledge of signal systems and switches, Operating Rule Book and Standard Operating Procedures.
  • Directly supervise the Tower-persons in the operation of Fern Rock Yard and interlocking.
  • Direct and coordinate the movement of all supervisory personnel assigned to train operations, yard operations, stations and facilities daily to maintain efficient service and respond to typical operational incidents.
  • Control and direct the movement of all revenue and non-revenue trains/trolleys using computerized train control systems. Computer Aided Radio Dispatch (CARD) system, knowledge of signal systems and switches, Operating Rule Book and Standard Operating Procedures and Emergency Operating Procedures.
  • Direct and coordinate the movement of all supervisory personnel assigned to train/trolley operations, yard operations, stations and facilities on a daily basis to maintain efficient service and respond to typical operational incidents.
  • Maintaining a positive attitude/demeanor and representing the Authority.
  • Comply with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Perform other duties as required/assigned.

Qualifications And Experience

  • High School Diploma or equivalent and a minimum of three (3) years proven transportation experience required. Prior experience in one or several of the following areas preferred: Bus, Light Rail, Trolley, or Subway/Elevated Train Operations, Maintainer, Rail Supervision, Rail Dispatcher/Controller, Rail Vehicle Manager, Maintenance Manager and/or Rail Instructor. College coursework and/or technical training are preferred.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Must qualify as a Control Center Manager within the required timeframe according to mode of transit: Subway/Elevated within 1 year, Bus and Light Rail within 130 days.
  • Periodic recertifications are required.
  • Must possess a proficient level of analytical, written, verbal, and people skills.
  • Must possess acceptable attendance, performance, and safety record. A review of an employee’s work record will be part of the interview selection process.

      • Must be Satisfactory*
      • Discipline Record - Nothing above a written warning (SAM and Hourly Employees)
      • Performance Appraisal - Overall Meets Expectations (SAM Employees Only)
      • * Hourly personnel are not subject to formal performance evaluations
  • Subject to be called outside of normal duty hours. Must be able to work day or night shifts, weekends, and/or holidays.
  • Basic understanding of Microsoft Word and computer knowledge for reports and train/trolley movements is required.
