SEAGO is seeking applications for the position of Community Coordinator. Under general supervision, it provides direct services to the Community Development Program including monitoring compliance with Davis-Bacon and Fair Labor Standards Act; completing Environmental Review Records and procurement for federally funded projects; and grant administration including maintaining project files. Requires proficiency in Microsoft Word, Excel, and Outlook. This is a full-time (40 hours weekly), non-exempt position with a starting pay range of $18.69 to $22.52 per hour plus benefits including Arizona State Retirement and travel pay. Summary: Under general supervision, provides coordination and administrative support services to the Community Development and Economic Development Programs. Provides administrative support for SEAGO’s Housing Program; Performs other duties as assigned.
Essential Job Functions: The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.
Community Development Program Duties:
- Provides administrative support for SEAGO’s Community Housing Development Organization (CHDO)
program development efforts, Community Development Program and Economic Development Program.
- Performs income-qualification tasks for beneficiaries of Community Development and Economic
Development programs.
- Ensures and communicates compliance with federal and state regulations and program requirements to client communities and beneficiaries.
- Conducts fair labor standards interviews with laborers performing work on federally- and state-funded construction projects.
- Assist Community Program Manager and Economic Development Program Manager with reviewing and completing grant and program compliance documentation.
- Performs other Community Development, Economic Development, and CHDO duties as assigned.
Preferred Knowledge, Skills, Abilities and Experience:
- Ability to maintain excellent public relations and work collaboratively and diplomatically with others through tactful communication with required discretion.
- Knowledge of the principles, regulations and practices of public administration, grant writing, and management practices.
- Familiarity with the communities of Cochise, Graham, Greenlee, and Santa Cruz Counties.
- Skill in analyzing problems, identifying alternative solutions, considering consequences of proposed actions, and making recommendations to managers in support of program goals.
- Ability to gather data, maintain records, prepare reports, and compose correspondence related to the activities of programs.
- Knowledge of applicable federal, state, and local laws, regulations, and policies and procedures related to fair housing practices, community development, economic development, community housing development organizations, and tenants’ rights.
- Making or adapting presentations to communicate effectively with member communities.
- Knowledge of SEAGO operations, policies, and procedures.
- Knowledge of the Arizona Open Meeting Law and records management practices.
- Spanish language skills are desirable but not required.
Education, Experience, and Certifications:
A Bachelor’s Degree in Public Administration, Urban Planning, Business Administration, communications or closely related field; a minimum of two (2) years of experience in public sector or non-profit administration;
or any combination of education, training and experience which provides the following required
knowledge, skills and abilities:
- Well-developed communication skills including written, verbal, and presentation skills - oral and written communications are clear, concise, and in an organized fashion using appropriate grammar and tone.
- Proficiency with the Internet and Microsoft Office (Chrome/Edge, Outlook, Word, Excel, and
PowerPoint).
- Understanding of public sector and nonprofit organizations.
- Understanding of construction project financing, subcontracting, development and monitoring.
- Ability to rapidly assimilate key programmatic activities and challenges, learn, analyze and synthesize new information, and make sound recommendations and decisions.
- Ability to work independently with strategic guidance and to work well with a diverse array of stakeholders to achieve desired program outcomes.
- Ability to handle multiple assignments, organize and prioritize work, and meet deadlines with attention to accuracy and detail while thinking broadly and handling a high volume of work.
- Knowledge, ability, and willingness to maintain personal health and protect the health and well-being of others through adherence to best practices designed to limit the community transmission of viruses and other communicable diseases.
- Strong interpersonal skills with ability to develop and sustain effective collaborative working relationships with a variety of people of various socio-economic and ethnic compositions, community organizations, other staff, and government agencies.
- Ability to maintain confidentiality of personal information of clients and employees.
Environmental Factors and Conditions/Physical Requirements:
- Work is generally performed in a fast-paced office environment with frequent interruptions and irregularities in the work schedule.
- This position may require field work and travelling to and from various community locations and numerous office sites, occasionally requiring overnight stay, therefore the selected individual in this position must have the ability to travel, which may include operating a motor vehicle, using walkways, stairs, and/or elevators.
- Ability to regularly lift up to 20 pounds.
- Ability to communicate by voice, use sight, and hearing.
- No special coordination beyond that used for normal mobility, operation of conventional office equipment, and handling of everyday objects and materials is needed to perform the job satisfactorily.
Equipment and Tools Utilized:
- Equipment utilized includes computerized and conventional office equipment.
Other Requirements:
- Must possess a valid State of Arizona driver’s license.
- Must have access to reliable transportation and ability to demonstrate proof of vehicle insurance.
Grant Funded:
This is a grant-funded position that has been created to perform the duties and meet the requirements of one or more grants. The position is paid through funds received by SEAGO for administration of the grant. If
the funding is withdrawn or significantly reduced, the position may be eliminated and/or the employee will be subject to layoff procedures or a reduced work schedule.
