Community Development Specialist
Southeast Idaho Council of Governments (SICOG) has an opening for a Community Development Specialist, with an emphasis on helping rural, low-income communities in obtaining safe drinking water and sanitary disposal systems.
Community Development Specialists work closely with low-income, rural residents to assist them in the development and management of community facilities. It is a necessary function of this position to serve in an advocacy and technical assistance role regarding the needs of rural, low-income people for safe, adequate water and wastewater facilities.

Position Summary:
The Community Development Specialist will provide assistance in the management of projects for local, state, and federal grants; promote programs and projects of the Southeast Idaho Council of Governments, Inc. (SICOG); build essential partnerships with local officials and regional organizations; and other related work as identified; facilitate outreach and provide assistance in the implementation of various contract deliverables.
Classification Summary:
· Develop professional knowledge of planning and project management principles.
· Leads the department in the administration of grant-funded projects.
· Uses independent judgement, initiative, and consensus building skills.
· Excellent written and verbal communication skills.
· Duties are performed in a general office environment and may include travel to communities throughout Southeast Idaho.
· Duties performed under direct supervision of Division Director.
Essential Duties and Responsibilities:
· Set up and manage timelines of various projects to meet deadlines or obligations.
· Preparation of funding requests, grant required documentation, and other information
· Implementing approved projects within the framework of relevant state and federal regulations, policies, procedures, and guidelines.
· Research and identify new grant opportunities and prepare proposals and grant applications for timely submission.
· Review files, bid documents, and payrolls for regulatory compliance
· Preparation of environmental documents.
· Respond to inquiries and provides assistance to SICOG staff, contractors, or affiliates
· Initiate, Supervise and Maintain Idaho State University Career Path Internship student
· Performs all work duties in accordance with SICOG policies, procedures, and safety practices
· Ability to work independently and with others as required

Desired Skills and Qualifications:
· Understanding of project management, planning and land use principles
· 2 years of State and Federal grant writing, application, and administration experience
· Bachelor’s Degree in related field
· Loan underwriting and servicing experience a plus

Compensation & Schedule
· Pay: $19.00 - $22.00 per hour, DOE
· Employment Status: Full Time, 40 hours per week
· Work Schedule: Monday – Friday, 8am-5pm, some evenings
· Work Location: In person and field work
