Primary Purpose:
The Bilingual Coordinator serves as a critical leader in advancing the district’s mission to ensure access and educational opportunities for Emergent Bilingual students. In collaboration with the Bilingual Director, this role is responsible for the strategic planning, implementation, evaluation, and coordination of instructional programs and services that directly impact student success. The coordinator provides district-wide leadership and oversight of Bilingual, ESL, and Migrant education initiatives from early childhood through secondary levels, ensuring full compliance with all federal, state, and local programmatic and fiscal requirements. The Bilingual Coordinator plays a pivotal role in shaping instructional practices, driving continuous program improvement, and promoting high expectations for language development and academic achievement. The coordinator leads the design and implementation of research-based curriculum, instructional models, grant initiatives, assessments, and targeted professional development, while fostering collaboration among campuses, departments, and community stakeholders. This position is essential to creating inclusive, linguistically responsive learning environments that close opportunity gaps and empower multilingual learners to thrive.


Qualifications:

Education/Certification:

Bachelor’s degree from an accredited institution
Master’s degree from an accredited institution
Valid Texas teaching certification (with Bilingual and/or ESL supplemental)
Successful completion of fingerprinting and background check (non-refundable fee of approximately $50.00 to be paid by the employee)


Special Knowledge/Skills:
Advanced bilingual proficiency in English and Spanish, including reading, writing, and speaking
Comprehensive knowledge of TEKS, ELPS, and CCRS across all grade levels
Expertise in instructional methodologies and pedagogical best practices for Emergent Bilingual students
Ability to evaluate instructional programs and identify high-impact teaching practices
Strong collaboration and relationship skills with the ability to effectively engage administrators, campus staff, and support personnel
Demonstrated leadership in areas such as consensus building, active listening, strategic communication, conflict resolution, organizational planning, time management, and fiscal stewardship
Proven ability to lead campuses in the implementation of instructional programs and continuous improvement efforts
Extensive experience in designing and delivering professional development, with a strong understanding of adult learning principles
Solid knowledge of state and federal regulations governing Bilingual/ESL programs
Proficiency in implementing policies and procedures to ensure program compliance
Skilled in data analysis and interpretation for instructional planning and program evaluation
Experience in managing budgets and supervising personnel effectively
Excellent verbal and written communication skills, with strengths in public relations and interpersonal engagement


Experience:
Valid Texas teaching certification with Bilingual/ESL endorsement
Minimum of five years of successful classroom teaching experience, including experience in a supervisory or leadership capacity


Performance Responsibilities

  1. Provide visionary leadership and strategic direction for all Bilingual, ESL, and Migrant programs district-wide.
  2. Oversee the implementation of all program initiatives in compliance with federal and state statutes, Texas Education Agency (TEA) regulations, local board policies, and district administrative guidelines.
  3. Prepare, submit, and maintain all required program applications, grant documentation, and compliance reports to ensure funding eligibility and accountability.
  4. Ensure district Bilingual/ESL/Migrant programs are fully aligned with state standards, including the Pre-Kindergarten Guidelines, TEKS, ELPS, SLAR, ESL, CCRS, and 21st Century Skills frameworks.
  5. Promote rigorous, relevant, and real-world learning experiences across all program areas to enhance student engagement and outcomes.
  6. Develop and lead the implementation of systems that ensure curriculum and instruction are delivered with fidelity and effectively address the diverse needs of Bilingual, ESL, and migrant students.
  7. Collaborate with campus leaders to monitor, evaluate, and refine program initiatives based on student performance and instructional impact.
  8. Partner with the Director of Assessment to coordinate appropriate placement and testing for Emergent Bilingual students, ensuring valid and equitable assessment practices.
  9. Work in collaboration with the Division of Academics to support data-driven decision-making and build campus capacity to utilize student and program data for improved instruction.
  10. Support the development and implementation of a comprehensive, ongoing professional development system to enhance staff expertise in serving Bilingual, ESL, and Migrant learners.
  11. Develop, review, and refine assessment tools and assist campuses in analyzing data, setting goals, and implementing strategies to improve academic outcomes.
  12. Ensure instructional resources are research-based, culturally responsive, and aligned with student achievement goals.
  13. Engage with state and national experts to stay informed of current trends, research, and best practices in Bilingual/ESL and Migrant education.
  14. Foster a culture of collaboration, shared leadership, and professional collegiality within the department and across campuses.
  15. Oversee fiscal operations to ensure cost-effective program implementation and responsible stewardship of federal, state, and local funds.
  16. Develop, manage, and monitor the department’s annual budget in alignment with district goals and compliance requirements.
  17. Support efforts to recruit, develop, and retain highly qualified instructional staff for Bilingual, ESL, and Migrant programs.
  18. Ensure full compliance with applicable federal and state laws, SBOE rules, and local board policies related to assigned program areas.
  19. Align departmental operations and initiatives with the district’s strategic goals and educational priorities.
  20. Attend school board meetings and present program updates, data, and recommendations as required.
  21. Maintain the confidentiality of student, staff, and district information at all times.
  22. Perform additional duties and responsibilities as assigned by the Director of Bilingual and ESL Programs.

Supervisory Responsibilities:

Supervise and evaluate the performance of staff, and support staff.
