FLSA CLASSIFICATION: Non-exempt
SALARY GRADE: 14

2026 SALARY RANGE: $81,184 - $95,691

SMFR is accepting internal and external applications to fill 3 vacancies for Clinical Performance and Advanced Practice (CPAP) Specialists.

GENERAL POSITION SUMMARY

The Clinical Performance and Advanced Practice (CPAP) Specialist is responsible for performing a variety of technical and professional work in support of EMS quality management and training in a manner consistent with organizational values. This position assists in monitoring and evaluating the quality of care and clinical services provided by SMFR EMS. The Clinical Performance and Advanced Practice Specialist also participates in developing content and educational materials to support the EMS Training Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES (The following statements are illustrative of the duties and responsibilities of the position and do not list every duty that may be required of the employee in this role. Conduct daily 100% QA reviews of patient care reports (PCRs), with emphasis on high-risk interventions such as RSI, TXA, blood administration, POCUS, sedation, and refusals.

Review and develop Case Review (ZOLL) reports to assess and improve high-performance CPR metrics.

Track, analyze, and report trends in clinical performance using ESO, QA dashboards, and internal review platforms.

Coordinate and document root cause analyses (RCA), investigations, and follow-up actions for adverse events or protocol deviations.

Monitor and report clinical outcomes and quality metrics to EMS leadership, support performance improvement planning.

Enter and maintain cardiac outcome data in the Cardiac Arrest Registry to Enhance Survival (CARES).

Design and deliver continuing education sessions tailored to QA findings, provider needs, and emerging protocols.

Co-lead simulation-based training, credentialing, and clinical development in partnership with the EMS Training Division.

Support onboarding, preceptorship, and promotion programs for EMTs and paramedics.

Coordinate with EMS Training to develop and deliver focused training to address identified skill gaps or protocol updates.

Mentor providers in documentation accuracy, protocol adherence, and high-acuity patient management.

Assist in developing individual and team-based plans for skills improvement based on KPIs and quality trends.

Manage ultrasound QA processes including image storage, video file transfer, and provider-level performance tracking.

Produce reports on ultrasound acquisition quality and guide targeted education for foundational and advanced ultrasound use.

Provide instruction and ongoing support for EMS personnel on appropriate use and interpretation of point-of-care ultrasound (POCUS).

Leverage ESO, Excel, Smart Sheets and system dashboards to create actionable reports for leadership and education teams.

Maintain detailed and confidential records of QA reviews, education interactions, and remediation outcomes.

Support data collection, organization, and analysis for current and future EMS clinical research projects.

Maintain compliance with agency documentation standards and regulatory requirements.  

Assist with interdisciplinary clinical initiatives, protocol deployment, and system-wide performance alignment.

Perform other duties as assigned in support of EMS quality and training priorities.

MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS (An equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position is qualifying.)

Possession of an associate degree in Paramedicine or a related field is required.

Minimum of five (5) years of experience within the last ten (10) years as a paramedic is required.

Quality management experience is preferred.

Must possess and maintain a current State of Colorado Paramedic Certification.

Must possess and maintain American Heart Association (AHA) BLS CPR, Instructor certification is preferred.

Must possess and maintain Advance Cardiac Life Support (ACLS) Certification, Instructor certification is preferred.

CC-P, FP-C, CP-C or TP-C preferred.

Must Possess American Heart Association (AHA) certifications of CPR and Advanced Cardiac Life Support (ACLS).

Pediatric Advanced Life Support (PALS) or Handtevy Instructor certification is preferred.

Certification as a Primary EMS Instructor by the Colorado Department of Public Health and Environment, or Fire Instructor certification from the Colorado Division of Fire Prevention and Control or Colorado Mountain College Board (CMCB), is preferred.

Successful completion of ICS 100, 200, 700, and 800 is required.

Experience with ESO ePCR is preferred.

Must possess and maintain a valid Colorado Driver’s License with an acceptable driving record in accordance with SMFR’s Driving Records Policy.

Basic Ultrasound and Just Culture certifications are required within one year of appointment.

CADS and CACO Certifications are required within six months of appointment.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of or the ability to learn Denver Metro MTP protocols.

Knowledge of legal aspects of EMS service delivery.

Knowledge of proper EMS documentation techniques.

Knowledge of Quality Management and model-based risk management principles.

Knowledge and skills in modern office equipment, including computers and a variety of software and applications.

Ability to interpret and report clinical variables and cardiac patient outcomes, generally using advanced knowledge to analyze, interpret, and make deductions from varying facts and circumstances.

Ability to exercise sound independent judgment and initiative within established guidelines.

Knowledge of basic office policies and procedures.

Skills in organizing and maintaining files and establishing workflows that result in efficient operations.

Ability to establish and maintain effective working relationships with coworkers, customers, and the public.

Ability to effectively cooperate and interact with a broad range of people to accomplish tasks and projects.

Ability to work in a collaborative, team environment.

Ability to disseminate and file documentation correctly and in a timely manner.

Ability to interact well with a diverse population with outstanding interpersonal and communication skills.

Ability to work with confidential and sensitive information.

Ability to manage multiple projects simultaneously, respond to changing priorities, and work with frequent interruptions.

Works under the general supervision of the CPAP Manager.

EQUIPMENT AND SYSTEMS

Requires frequent use of a personal computer, including various software packages, databases, and spreadsheet programs. Also requires use of telephones, mobile computers, copiers, printers, and other general office equipment.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly in a sedentary position. The employee may also be required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, see, and perform repetitive motions. Dexterity is required for typing and writing. May be required to lift up to 25 pounds.

WORK ENVIRONMENT AND GENERAL INFORMATION

While performing the duties of this job, the employee primarily works in a climate-controlled office environment. 

The noise level in the work environment is usually moderate.
