DEFINITION AND SCOPE OF RESPONSIBILITIES:

The Human Resources Generalist assists in maintenance of the daily functions of the Human Resources (HR) Division. Responsibilities include, but are not limited to, recruitment and selection of employees, benefits and salary administration, HRIS management and oversight, development and execution of District policies and procedures, employee and labor relations, and risk analysis. This role helps to ensure compliance with all applicable federal, state, and city laws, regulations, policies, collective bargaining agreements, employment contracts and District procedures and serves as a back-up point of contact for benefits, leave, and Workman’s Compensation-related questions. High level of confidentiality and responsibility with varied and complex tasks, exercising considerable initiative, judgement, and independent decision making is required. In partnership with other members of the HR team, this role assists in coordination, planning and execution of District functions, may attend off-site events as needed, and maintains strong community relations. High degree of professionalism and discretion required.


WORKWEEK AND HOURS:

The defined “workweek” begins on Monday and ends on Sunday. This position regularly operates five days per week: (Monday – Friday), eight hours per day with a half-hour unpaid lunch or four days per week (Monday – Friday), ten hours per day with a half-hour unpaid lunch. This position requires flexibility to accommodate working outside of regular business hours, as needed.

SUPERVISION RECEIVED AND EXERCISED:

This position reports directly to the Human Resources Supervisor.


ESSENTIAL FUNCTIONS:

  • Performs routine tasks required to execute human resources programs, including but not limited to benefits, leave management, occupational health and safety; promotional testing, employee training and development.
  • Exercise of discretion, confidentiality and independent judgment with respect to matters of significance.
  • Regularly performs work directly related to the management and general business operations of the District.
  • Participates or provides assistance for union labor negotiations and grievance responses.
  • Handles employee/labor relations issues and acts as a point of contact for employees seeking guidance.
  • Oversees or conducts employee investigations in a prompt, fair and legally defensible manner. Provides recommendations on next steps in compliance with laws, regulations, District policies and applicable collective bargaining agreements.
  • Point of contact for employment related inquiries from applicants, employees, supervisors, and insurance vendors.
  • Handles complex and/or sensitive matters or refers to the appropriate staff as recommended.
  • Works with the HR team in execution of recruitment and hiring of qualified job applicants for open positions; collaborates with department managers to understand skills and competencies required for job openings and advertisements.
  • Conducts internal and external candidate hiring processes. Schedules Interviews, arranges and monitors pre-hire activities - medical appointments, background, reference checks and employment offers.
  • Conducts new hire onboarding, orientation and enrollment into Department benefit plans.
  • Recommends and oversees process improvement projects which may include implementation of new software, programs or materials.
  • Actively seeks and implements ways to streamline HR functions internally with the goal to minimize redundancy and paper documentation.
  • Responsible for implementing, updating, and maintaining HRIS including adding new employees.
  • Monitors staffing changes, transfer orders, headcount statistics and employee turnover.
  • Processes employee changes to keep HR and Finance systems up to date, acting as a liaison with Finance to ensure proper processing of employee data.
  • Reviews, tracks, and documents compliance with mandatory training; including anti- harassment, HIPAA, professional ethics, and other workplace safety trainings.
  • Reviews intake of accident and injury reports for use with workman’s compensation claims.
  • Monitors FSLA employee impacts, FSLA district policy, and state/federal laws.
  • Maintains compliance with federal, state, and local employment laws and regulations.
  • Recommends best practices; assists in development and review of District policies and practices to maintain compliance.
  • Maintains confidential personnel and medical records.
  • Maintains job descriptions in accordance with district policy.
  • Maintains the HR Intranet SharePoint site with updated HR communication and content.
  • Serves as a risk manager and member of the safety committee.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • District policies, procedures, employment-related laws and regulations.
  • Labor relations including negotiations, grievance resolution, and collective bargaining agreements.
  • Microsoft Office Suite and HR information systems/related software.
  • Business letter writing, email communication, and report preparation.
  • Principles and procedures of record keeping and filing.
  • Best practices in personnel management, employee relation, and public administration.
  • District benefit plans and retirement programs.
  • Proficiency with or the ability to quickly learn the organization’s business operation systems – HRIS, UKG, SharePoint and/or others

EDUCATION AND EXPERIENCE:

Minimum Qualifications:

Bachelor’s degree in Human Resources, Business Administration, or related field with 3-5 years of progressive growth and job experience in HR or related field.


Desirable Qualifications:

Graduate degree in related field. Society for Human Resources Management (SHRM) or HR Certification Institute (HRCI) Certification, or other related credentials.


OTHER REQUIREMENTS:

  • Washington State driver's license and driving record free of serious or frequent violations.

  • External applicants must pass a District required medical/illicit drug and psychological exam, criminal and background check.

TOOLS AND EQUIPMENT USED:

Personal computers including word processing and spreadsheet software, printers, calculators, telephone, related communications equipment, copier, fax machine, etc.

Employee is frequently required to walk, stand, sit, talk, and hear. Occasionally requires lifting or moving equipment up to 25lbs, with or without assistance. Requires ability to utilize the telephone and manual dexterity to operate a personal computer and other standard office equipment. Frequently required to use hands to handle, feel or operate objects, tools, or

controls; and reach with hands and arms.

WORK ENVIRONMENT:

Work is performed primarily indoors. The work environment and noise level is typical of those encountered in a small administrative office setting.
