Job Summary / Purpose
Under the general direction of the Assistant Superintendent and Superintendent, this position provides advanced technical and operational coordination for DISTRICT Reservoir(s) and other infrastructure within a designated field stations area of responsibility. The incumbent supervises directly and indirectly assigned staff across multiple disciplines. Additionally, the incumbent supports the effective performance of facility operations and maintenance, ensuring compliance with District standards, safety protocols, and operational objectives. The role blends operational supervision with technical expertise to enhance the reliability, performance, and efficiency of water management systems while maintaining close coordination with senior field leadership.
Primary Duties and Responsibilities
Operational and Maintenance Coordination
Supports and coordinates daily field station O&M activities for the DISTRICT Reservoir(s) and other assigned infrastructure, ensuring operational reliability and compliance with safety and environmental standards under the direction of the Superintendent and Assistant Superintendent.
Assumes operational responsibility through field station management for all aspects of the assigned reservoir(s) and infrastructure.
Acts as Liaison between work groups and divisions within the District as well as external agencies and stakeholders such as Army Corp of Engineers, adjacent landowners, etc.
Coordinates District Reservoir activities with Dam Safety Engineer, ensuring operational reliability and compliance with District and Federal ACOE engineering standards.
Assists in the development and implementation of annual work plans, budgets, and schedules aligned with District priorities.
Collaborates with Engineering & Construction, SCADA, and Operations Control teams on performance monitoring and system optimization.
Implements and monitors preventative maintenance programs based on condition assessment and predictive data.
Provides technical recommendations for facility upgrades, operational process improvements, and resource planning.
Technical and Engineering Support
Applies project control methodologies to monitor schedule, cost, and performance for DISTRICT operations and maintenance activities.
Reviews operational data, SCADA reports, and field metrics to support performance improvement and cost-effectiveness.
Utilizes SAP and other District systems for data tracking, cost analysis, and resource planning.
Participates in technical reviews, inspections, and assessments of reservoir infrastructure and mechanical/electrical systems.
Provides technical input and coordination with engineering teams on asset management and project implementation.
Leadership and Staff Oversight
Supervises directly and indirectly assigned field staff at the DISTRICT Field Station, ensuring adherence to operational procedures, safety policies, and maintenance standards.
Provides training, guidance, and mentoring to staff in areas of operations, safety, and technical proficiency.
Assists in performance evaluations and personnel development planning in coordination with the Assistant Superintendent.
Promotes teamwork, professionalism, and accountability among staff to support District goals.
Project Controls and Reporting
Supports the application of project control tools and methods consistent with Business Performance Management Office (BPMO) standards.
Assists in preparing operational and performance reports for management review.
Tracks and validates operational costs, resource usage, and project expenditures.
Coordinates with project managers, engineers, and senior field management to ensure accurate data collection and timely reporting.
Emergency Management and Safety
Participates in emergency preparedness, response, and recovery activities in accordance with District protocols.
Ensures operational safety and environmental compliance of staff and equipment.
Supports field station leadership during storm events, emergencies, and post-event assessments.
Other duties as assigned.
Education and Experience
Bachelor's Degree in Engineering, Construction Management, Environmental Science, or a related technical field preferred.
6 years of progressively responsible experience in operations, maintenance, or engineering support of water management or utility infrastructure.
4 years of supervisory or team lead experience.
Experience with project controls systems, maintenance management, or asset tracking preferred.
Equivalent combination of relevant education and experience may be substituted as appropriate.
Licenses / Certifications
Valid State of Florida Driver's License.
Professional Engineer (PE) license desirable but not required.
Knowledge, Skills, and Abilities
Strong understanding of water management operations, hydraulic structures, and SCADA integration.
Knowledge of project controls, scheduling, and cost management tools.
The ability to interpret technical drawings, maintenance data, and performance reports.
Effective communicator capable of working collaboratively across teams and departments.
Demonstrated ability to identify operational improvements and implement practical solutions.
Strong commitment to safety, quality, and continuous improvement.
Strong Supervisory skills a must with emphasis on handling HR and staff related items efficiently and effectively with little or no guidance.
Strong investigative and report writing skills.
Physical Requirements/Working Environment
Combination of office and field work, with exposure to outdoor conditions.
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
Regularly sets up, adjusts, controls, tests, and operates equipment to complete assignments. Work environment may be hot and humid with no facilities. Moves or otherwise transport equipment weighing up to 50 pounds or more.
Overtime will be required based on weather and/or environmental conditions.
