The South Dakota Department of Health is seeking a detail-oriented, compassionate, and tech-savvy Patient Card Specialist to join our Medical Cannabis Team!
This role is responsible for certifying authorized practitioners, processing applications for eligible cardholders within the medical cannabis patient portal and serves as the lead in providing technical assistance and high-level customer service to a high volume of callers and email inquiries.
Key Responsibilities:
- review and process patient and caregiver applications accurately and efficiently;
- certify authorized practitioners;
- provide technical support and guidance to applicant navigating the online system;
- respond to a high volume of incoming phone calls and emails with professionalism and empathy;
- maintain accurate records and data electronic systems;
- collaborate with team members to identify process improvements and streamline workflows.
This position is located in Pierre, SD and is not eligible for remote work.

The Ideal Candidate Will Have:
- High school diploma or equivalent; associate or bachelor's degree is preferred.
- 2 years of experience in customer service, healthcare administration, or a related field.
- Strong attention to detail and organizational skills.
- Excellent written and verbal communication abilities.
- Comfortable working in a fast-paced, high-volume environment.
- Proficiency in computer systems and database management.
- Ability to handle confidential information with discretion.
Knowledge of:
- principles and practices of public administration;
- supervision and other personnel management processes;
- applicable state and federal laws, rules, and regulations;
- general methods and processes in areas such as purchasing, budgeting, accounting, and other administrative activities pertinent to government operations;
- computer systems and applications;
- distribution methodologies;
- applicable state and federal laws, rules, and regulation;
- computer systems and applications, including Word, Excel, Outlook, Microsoft Teams, and program specific software;
- general methods and processes in areas such as budgeting, accounting, and other administrative activities pertinent to government operations.
Ability to:
- communicate information effectively and efficiently;
- answer phone calls, emails, and other written correspondence;
- troubleshoot potential solutions with practitioners and patients;
- exercise independent judgment in evaluating situations and making decisions;
- develop and expand own subject matter knowledge to apply and share with others;
- provide technical assistance to practitioners, patients, establishment personnel, and team members;
- possess initiative and the ability to take on tasks and projects;
- provide input on high profile work that represents the Medical Cannabis Program with external parties;
- exercise independent judgment in evaluating situations and making decisions;
- communicate information concisely and efficiently;
- plan and project future operating needs in terms of fiscal needs and staffing changes;
- interpret objectives and develop practical applications.
