The Budget Analyst plays a key role in developing, monitoring, and analyzing the District’s operating and capital budgets. This position is responsible for preparing budgetary reports, conducting financial forecasts, ensuring compliance with federal and state grant funding requirements, and supporting the strategic financial planning efforts of the South Central Regional Transit District (SCRTD).
**Key Responsibilities:**
- Develop and maintain annual operating and capital budgets, including multi-year financial plans.
- Coordinate with department heads to gather budget input and align spending with strategic priorities.
- Track expenditures against approved budgets and prepare monthly variance reports for leadership and the Board of Directors.
- Analyze historical data and trends to provide accurate financial forecasts.
- Identify cost-saving opportunities and recommend strategies to enhance operational efficiency.
- Prepare performance and cost analyses by department, route, and program area.
- Work closely with NMDOT, FTA, and other funding agencies to ensure proper reporting and compliance with grant requirements.
- Monitor expenditures for federal and state grants, including Section 5311, 5339, and other programs.
- Assist in preparing required financial documents for audits and funding reviews.
- Prepare and present regular financial reports to the Executive Director, senior management team, and Board of Directors.
- Develop clear and accurate financial dashboards and presentations for stakeholders.
- Support data reporting related to ridership growth, zero-emission fleet projects, and other major initiatives.
- Support the implementation of internal controls to safeguard assets and ensure accurate financial reporting.
- Identify and implement process improvements to increase efficiency in budgeting and reporting workflows.
**Qualifications:
Bachelor’s degree in Accounting, Finance, Economics, Public Administration, or a related field required.
- Minimum of three (3) years of progressively responsible experience in budgeting, financial analysis, or public sector finance.
- Experience with transit or government budgeting preferred.
- Knowledge of federal and state transportation funding programs strongly desired.
Summary
As a Budget Analyst, you will be integral to maintaining our organization's financial health, reporting directly to the Finance Manager. The Budget Analyst will work closely with leadership, department managers, and external agencies, including the New Mexico Department of Transportation (NMDOT), Federal Transit Administration (FTA), and regional municipalities. The position supports SCRTD’s mission to provide efficient, safe, and reliable transit service to the communities in Doña Ana County, Las Cruces, Sunland Park, Anthony, and surrounding areas.
