Eligibility/Referral Specialist 2 - Public Assistance Division
Job Location: Chillicothe, Logan or McArthur, OH
Probationary Rate: $15.90
Post Probationary Rate: $16.85
Probationary Period: 180-365 days
Pay Range: $15.90-$23.28

ESSENTIAL FUNCTIONS:
Interviews applicants to determine initial and ongoing eligibility for all public assistance (PA) programs as assigned. Accepts &/or requests required documentation, data enters information, inquiries into data exchange systems to verify information, makes appropriate referrals, notifies re: rights & responsibilities, reviews budgets & authorizes or denies benefits, provides appropriate notices regarding eligibility). Accepts telephone calls & other means of contact to answers routine inquiries regarding PA programs & eligibility process. Makes appropriate referrals to specialized units and/or other agencies. Cooperates with all other internal units to best serve customers. Communicates with community resource agencies within the guidelines of confidentiality. Maintains confidentiality as specified by federal, state or local rules & laws. Maintains case file material as instructed. Maintains confidentiality as specified by federal, state or local rules & laws. Attends staff meetings, training & conferences as assigned.
Maintains case record and follows up with documents that have been received in order to update or approve a case. Works data matches, alerts, IEVS and other means of LEADS. Receives reports of household changes & changes in PA rules, requests & accepts supportive documentation, data enters information, inquiries into data exchange systems, makes appropriate referrals, notifies re: rights & responsibilities, reviews budgets, authorizes or denies benefits, provides appropriate notices regarding eligibility.
Prepares Quality Assurance findings responses, appeals summaries & other required forms. Represents agency at county conferences & state hearings. Gathers information &makes referrals to Benefit Recovery Unit for suspected program fraud and/or over/underpayments. Testifies in court when requested or subpoenaed. Attends regularly scheduled PA meetings.
Front Desk Coverage Rotation: Performs general reception & clerical duties as assigned (e.g.: staffs reception desk, greets & interviews visitors to determine purpose of visit, answers general inquiries & performs computer system inquiry directing visitors to the appropriate person, agency or other service provider, enters data or information regarding activities into appropriate computer program, makes photocopies, scans, & faxes materials; obtains sign-in & issues visitor badge, receives badge back & sign out when visitor leaves; opens, receipts, sorts & scans incoming mail, applies appropriate postage, seals & sorts outgoing mail; processes payments; opens/closes agency lobby.
Exhibits regular & predictable attendance.
NON-ESSENTIAL FUNCTIONS:
Any other duties as assigned by Director or designee.
Minimum Qualifications
- One year of experience as an Eligibility/Referral Specialist 1, 30121.
- Or two years experience as Unit Support Worker 2, 30112.
- Or completion of undergraduate major core coursework in behavioral science, social science or education, one course or six months experience in interviewing techniques, and one course or six months experience in typing, keyboarding, or word processing.
- Or completion of two years of technical education in behavioral science or social science, one course or six months experience in interviewing techniques, and one course or six months experience in typing, keyboarding, or word processing.
- Or two courses or one year of experience in behavioral science, social science, or customer service techniques, one course or six months experience in business mathematics, one course or six months experience in business English, one course or six months experience in interviewing techniques, and one course or six months experience in typing, keyboarding or word processing.
- Or education, training and/or experience in an amount equal to the Minimum Qualifications stated above.
