Job Responsibilities

Directs the general accounting activities for SCDOT and ensures the timely and accurate processing of transactions to ensure the completion of audits, financial statements, and Schedule of Federal Awards (SEFA) for SCDOT. Sets and facilitates the achievement of departmental goals and objectives. Develops, implements, and maintains internal controls, procedures, and policies. Ensures adherence to state, federal, and agency guidelines as well as Generally Accepted Accounting Principles (GAAP) and other accounting standards. Manages, communicates, tracks, and implements changes or updates to accounting standards and regulation. Identifies and implements opportunities for process improvements. Develops and distributes performance metrics.

Manages and oversees all financial transactions, audits, and general ledger processes. Collaborates with Accounts Payable, Accounts Receivable, and Project Accounting Managers to ensure the accuracy of all ledger transactions and resolves any general ledger errors/issues. Performs transaction analysis and reconciliation. Manages all reconciliation, reporting, audit, and general ledger accounting-related activities and ensures all transactions and processes completed by staff are posted timely and accurately to the accounting system(s). Manages, reviews, and verifies the accuracy and timeliness of accounting functions to ensure transactions are accurate from initiation through general ledger entry and reporting. Manages and reports issues and corrective action to the General Accounting Manager.

Develops and directs the preparation, production, and analysis of accurate and timely annual and interim financial reports for multiple audiences. Ensures calculations, financial statements, ledger activity and closings, balance sheet, and net income are completed by deadlines set by management. Maintains and updates the general ledger and chart of accounts. Performs research and advises management on accounting and financial matters.

Manages the year-end financial and single audit of SCDOT and prepares year-end financial statements in accordance with GAAP. Plans, directs, reviews, and/or prepares schedules, footnotes, financial reports, adjusting, and closing entries. Works with management and external audit firm to make corrections, review findings, develop written responses, and take corrective action, as needed. Manages other state and federal audits as required.

Conducts monthly balance sheet reviews with General Ledger team. Conducts quarterly presentation of balance sheet reviews with management to confirm the agency’s compliance of all reported balances to accounting, federal and state laws, rules, and regulations.

Manages the month-end, quarter-end, and year-end closing processes and posts all required accounting entries to ensure accuracy of financial statements. Conducts analysis to ensure entries and balances are correct. Identifies, documents, and explains any unusual variances in account balances. Performs other related duties as assigned.

Minimum And Additional Requirements

A bachelor's degree in accounting, finance, business or a related field and five and one-half (5.5) years of professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions includes sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
