Salary range is $81K to $180K with a midpoint of $129K. Total compensation includes project-based premiums that reflect project complexity, political sensitivity, size, and strategic importance. New hires typically receive between minimum and midpoint of the base range, however, we may go higher based on experience, internal equity and market.

GENERAL PURPOSE:
Under general direction, maintains, administers, monitors and provides analytical expertise and technical support for the agency’s specialized technology applications for the management of agency records and information.  Partnering with Information Technology (IT) and business stakeholders, defines information management objectives, requirements, and approaches. Designs, configures, implements, and administers innovative solutions for the full life cycle of electronic records management in all agency systems where records reside. Increases, develops, and coordinates cross-department business processes for standardization and consistency. Analyzes standards and methodologies for improving systems performance, utilization, reporting, and data updates to ensure compliance and data integrity.  

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Serves as the subject matter expert and lead on all information management technology projects/assignments; leads, coordinates, and provides direction and guidance for staff, consultants, and IT staff. Performs technical operations, troubleshooting and testing of systems and applications in assigned area; develops test data and scripts; develops and updates documentation for Technical Manuals, System Specifications and Requirements, Test Scripts, and Training Manuals; applies knowledge and skills from technical publications, manuals and other documents to systems operations.
  • Implements records management functionality in systems containing electronic records; performs technical design, configuration, and administration of systems where records reside including SharePoint, network drives, and enterprise systems and databases. 
  • Performs a thorough analysis of compliance requirements and customer needs to define functional and non-functional requirements for information management technology solutions; translates requirements into solution specifications and verifies the fulfillment of all requirements through strong partnership with IT 
  • Monitors performance of systems and processes and troubleshoots issues and concerns; responds to issues and works with IT and departments to resolve or direct resolution of issues as required.
  • Plans and perform regular spot audits of the information management technology systems and other applications to ensure proper controls and security features are in place and functional in addition to helping to identify for gaps and champion for technology improvements.   
  • Develops and maintains standard operating procedures and process flows, analytic and project status reports, analyzing and troubleshooting data integrity issues, generating reports and coordinating system changes and problem investigation/resolution.  
  • Plans, designs, and oversees execution of information management projects to implement information management systems, processes, and services; implements projects using strong project management skills and process improvement methodologies.
  • Develops service models to implement policies, procedures, and priorities for program requirements; maintains awareness of current trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively. 
  • Develops system integration and migration strategies to ensure the long-term preservation and integrity of information and related metadata over their required lifetime as information systems are upgraded or replaced.  
  • Promotes awareness of agency-wide information management requirements and technology solutions as outlined in federal and state records retention laws; trains staff on their records and information management responsibilities on a regularly schedule and audited basis; partners with Human Resources to develop and track required training programs. 
  • Participates in the development and administration of contracts for goods or services with vendors.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor’s Degree in Library Science, Archival Science, Computer Science or closely related field. Four years of experience in project delivery with records management or enterprise content management projects to include exposure in content management, document management, or information architecture; OR an equivalent combination of education and experience.  

Preferred Licenses or Certifications:

  • ARMA, AIIM, or CSI certification

Required Knowledge and Skills:

  • Principles and practices of computer science and information systems.
  • Lean and Agile principles, methods and techniques. 
  • Strong technical and functional problem-solving skills; analytical and quantitative, organized and able to multi-task.
  • Operational characteristics of a variety of complex computer and network systems, applications, hardware, software and peripheral equipment
  • Specialized records management requirements pertaining to public records including procedures and legal requirements necessary to maintain, archive, preserve, and protect public records.
  • Principles, practices, and procedures of automated and manual records management, retrieval, and storage.    
  • Operations, services and activities of information systems programs.
  • Eliciting and documenting business requirements and evolving them into functional requirements.
  • Technical writing and documentation.
  • Advanced-level knowledge of MS Office, Azure Entra ID (Active Directory), PowerAutomate, PowerApps, PowerBI, SharePoint administration or other specialized computer systems and applications.
  • Advanced principles, practices, methods and techniques used in the troubleshooting and maintenance of systems and applications.
  • Detecting, isolating and resolving system and application problems using logical and methodical processes.
  • Interpreting and administering records management and related policies and guidelines sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Developing and operationalizing services to support compliant recordkeeping practices.
  • Demonstrating strong interpersonal techniques and a consistent commitment and ability to work with diverse work groups and individuals.
  • Project management techniques and principles.
  • Establishing and maintain effective working relationships with inter-departmental staff, management, vendors, outside agencies, community groups and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • English usage, spelling, grammar, and punctuation.
  • Principles of customer service.

Preferred Knowledge and Skills:

  • Program/project management techniques and principles.
  • Implementing enterprise-wide information management solutions for document and/or records management.  
  • Document and records management systems in general, and familiarity with SharePoint including content types and managed metadata.  
  • Administering SharePoint and/or other enterprise content management tools.  
  • Pertinent federal, state, and local laws, codes, and regulations including Washington State public disclosure laws. 
  • Experience with design and construction document administration, including knowledge of design and submittal approval process flows.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office environment.
  • This position is responsible for thorough analysis, troubleshooting, and auditing; may be subject to bending, climbing, crawling, eye/hand coordination, grasping, hearing, pushing, pulling, reaching, repetitive motion, sitting, standing, talking, seeing, walking and lifting and carrying up to 25 pounds.
