Salary range is $105k to $185k, with a midpoint of $145k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
Under the general direction from Director of Essential Data and Analytics, this position is responsible for providing decision makers with high quality data-driven analytics and business intelligence. Leads a team focusing on operations performance analysis, customer experience measurement, and efforts throughout Sound Transit to move to data-driven decision-making and performance monitoring. Key priorities for this position will be to implement Sound Transit’s Business Intelligence Program which includes efforts to align data and measurement with the agency’s strategic priorities, building processes and tools to cull analyze and interpret data, developing visual managements systems, facilitate data-informed decision making , lead discussions where staff and management feel empowered continuously improve upon their work and provide customer focused information in a simple usable and transparent manner.
This position will lead the effort to develop a central data repository for the agency’s data reporting needs, including the National Transit Database (NTD), mode-specific reports, financial and human resource data needs. This position will collaborate with leaders and individual contributors across Sound Transit to develop skills and understanding on the creation and use of business intelligence tools, data usage and data analytics.
ESSENTIAL FUNCTIONS:

- Manages the strategic use of Business Intelligence within the Operations Department and drives the incorporation of Business Intelligence concepts and functions agency-wide.
- Works with senior level staff to develop performance goals and targets that align with agency Strategic Priorities and Sound Transit values, prepares Key Performance Indicators and metrics that measure progress towards these goals and targets.
- Oversees the team that acquires and builds tools that enable the extraction of insights and intelligence from the data the agency generates on its own and receives from its partner agencies; explores, culls, analyzes, interprets and displays data in an accessible, transparent and centralized structure, ensuring it is available in a timely, consistent and accurate manner.
- Develops and deploys business intelligence-based visual management systems across the agency; facilitates data-informed decision-making at every level of organization by managing the team building tools that provide staff with the data they need to better do their jobs.
- Facilitates monthly business reviews to drive senior level staff and elected officials in effective data-informed decision-making with data analytics and key performance indicators utilizing behavior and change management techniques to improve agency productivity and efficiency in order to advance agency priorities; trains staff to take on and perform the facilitation function as appropriate.
- Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
- Coaches, trains, and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the team and all related staff.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s (Master’s preferred) degree in business analytics, computer science, or closely related field and six years of transit experience, public administration, data management or closely related field that includes four year of leadership, budgetary, planning and workforce management experience or overseeing large project teams; OR an equivalent combination of education and experience.

- Data management principles and practices, including development of business intelligence solutions.
- Current technology trends and systems related to data storage, data flow automation, data extraction, data processing and data visualization.
- Principles and practices of performance analytics and their use in continuous improvement process.
- Principles and practices of program development, implementation and administration; project management and oversight of complex programs.
- Strategic planning and implementation, goal alignment and data-informed decision-making.
- Policy and procedure development and pertinent federal, state, and local laws, codes, and regulations.
- Sensitive community and organizational issues, concerns, and needs and how to identify, address and respond to them.
- Principles of supervision, training, and performance evaluation including leading, managing and delegating tasks and authority.
- Behavior and change management practices and techniques.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Developing a business intelligence program incorporating visual management systems, key performance indicators, performance management processes, action item implementation and continuous improvement.
- Building electronic visual managements systems, such as dashboards and other business intelligence tools, that are readably available, understandable and transparent, that serve as a performance monitoring platform, and that allow for operational and functional analyses.
- Preparing complex data analyses, comprehensive reports and presentations for staff, elected officials and the public.
- Training employees in the creation, maintenance and use of business intelligence tools.
- Facilitating discussions and driving elected officials, senior management and individual contributors to data-based decision-making and continuous improvement.
- Aligning existing data pools to the measurement of progress towards strategic priorities.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Applying advanced principles and practices of project/program management techniques using existing and matrixed organizational resources.
- Promoting organizational values, furthering the agency mission and fostering diversity and equity.
