Serves as the Department's primary liaison with Nebraska's federally recognized Tribes and other Tribal Nations involved with Nebraska children and families. Responsible for the administration, strategic planning, implementation, monitoring, and evaluation of tribal child welfare initiatives, tribal contracts and agreements, federal grants, and related state and federal program requirements. Provides leadership in strengthening government-to-government relationships, promoting Tribal sovereignty, supporting compliance with the Indian Child Welfare Act (ICWA), improving Tribal Title IV-E participation, and advancing culturally responsive services and permanency outcomes for Indian children and families. Essential Functions/Work Duties: Tribal Relations and Government-to-Government Collaboration Develop, maintain, and strengthen collaborative government-to-government relationships with Tribal Nations. Promote culturally responsive practices and support implementation of ICWA and other Tribal child welfare initiatives. Serve as the Department's subject matter expert regarding Tribal child welfare policies, practices, and partnerships. Program Management and Strategic Planning Plan, direct, implement, and evaluate statewide Tribal Relations and Indian Child Welfare Act programs and initiatives. Develop strategic goals, performance measures, implementation plans, and continuous quality improvement activities. Coordinate statewide implementation of new federal and state requirements impacting Tribal child welfare services. Lead strategic planning efforts to maximize Title IV-E funding opportunities and ensure effective utilization of federal reimbursement resources. Federal Grant Administration – Together for Indigenous Families Grant Direct the implementation and administration of the Together for Indigenous Families federal grant and associated projects. Monitor grant objectives, deliverables, performance measures, timelines, and expenditures. Coordinate activities among Tribal partners, community organizations, contractors, federal agencies, and DHHS divisions. Prepare and review grant reports, budget requests, work plans, evaluations, and required federal submissions. Ensure compliance with all federal grant requirements and applicable state and federal regulations. Develop sustainability strategies and recommendations for continuation of successful grant initiatives. Hiring Hourly rate is $28.371 per hour (Non-exempt) with increases Hours are normally day 8-5 Monday-Friday which occasionally other hours Driving is required and this if based in an Office. Requirements / Qualifications: Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for year basis. Preferred Qualifications: Experience working with Tribal governments, Tribal organizations, or Indigenous communities. Experience administering federal grants or grant-funded programs. Experience with contracts, agreements, or subawards. Knowledge of ICWA, Tribal Title IV-E programs, and federal child welfare requirements. Experience utilizing project management and workflow tracking systems (e.g., Monday.com) to manage program activities, monitor compliance, and track performance measures. Other: Valid driver's license and the ability to provide independent authorized transportation is required.
