THE POSITION:

The Administrative Services Manager (ASM) is a senior manager responsible for a variety of fiscal and administrative activities in support of overall department operations. Incumbents have considerable latitude in planning and organizing administrative services and serve as advisors to the department head/management team on financial, personnel, and other administrative functions. This position is an "at-will" senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.

This class is allocated in multiple departments; the current vacancies are in the Department of Health and Social Services (H&SS) Administration Division for the following:
  • Admin Fiscal Team - the ASM provides strategic and operational leadership in budget development for assigned programs, supervises multidisciplinary staff, and oversees highly specialized fiscal operations that directly impact program compliance and funding integrity in Health and Social Services programs, including Behavioral Health, Social Services, and Federally Qualified Health Center (FQHC) billing and collections.

  • Employee Services Unit (ESU) - the ASM leads the Employee Services Unit, overseeing department hiring and onboarding, workforce development, payroll coordination, and employee inclusion efforts. This role serves as a liaison to County HR, advises division leadership on personnel practices, supports budget development and position management, and leads organizational improvement initiatives.

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.

POSITION REQUIREMENTS

Experience:

Five (5) years of progressively responsible experience as a staff analyst or equivalent classification which included management and supervisory responsibility in the above areas in a public or private agency.

AND

Education/Training:

Bachelor’s degree from an accredited college or university is required, preferably with course work in business, public administration, accounting or closely related field.

SPECIAL REQUIREMENTS

Possession of, or ability to, obtain a valid Class C California driver’s license may be required.
