Job Description:

BACKGROUND/PROBLEM STATEMENT

• DOH leadership has formed a Data Modernization Initiative, with the vision that all public health policies and interventions are driven by data, and the mission to provide all internal and external public health decision makers with accessible, timely, reliable, and meaningful data to drive policies and interventions.
• The Enterprise Data Warehouse (EDW) is responding to DOH's need for centralized data and state of the art data analysis services by modernizing its data portfolio and statistical analysis capabilities aimed at improving public health surveillance, interventions, outcomes, and research.
• There is an elevated need for the design, development, implementation, and maintenance of data warehouse solutions for the DOH and the EDW.
• This Technical Writer 2 position will support both the existing business and reporting requirements documentation of individual DOH / DDAP systems and program areas, and the construction of a modern data warehouse that will serve DOH / DDAP from an enterprise perspective.

OBJECTIVES OF ENGAGEMENT

• The primary objective of this engagement is for the selected candidate to serve as the Technical Writer 2 for the EDW, supporting the analysis and reporting needs of the DOH and DDAP, the existing EDW, as well as the design and construction of the new EDW in Azure.

REQUIRED SKILLS:

• Experience with eliciting, analyzing, specifying, and validating the business needs of stakeholder business units
• Experience conducting interviews to gather customer requirements via workshops, questionnaires, workflow storyboards, use cases, scenarios, and other methods
• Develops, enhances, and maintains user and technical documentation for multiple applications including documentation required for the EDW team. Ensures solutions meet Commonwealth standards, policies and procedures
• Experience translating customer requirements into functional and technical requirements in a clear manner that is comprehensible to both business stakeholders and the development team
• Experience with creating process models, specifications, diagrams, wireframes, and charts to provide direction to the development team
• Maintains documentation libraries, templates, quality standards. Makes recommendations to the team on improving documentation
• Organizes and prepares work effectively to facilitate proactive resolution of problems, rather than reactive. Prepares accurate estimates for documentation requests and activities
• Experience communicating, coordinating, and performing as liaison between stakeholder business units and the development team
• Ability to balance work between multiple projects and possess good organizational skills
• Ability to work and communicate collaboratively and effectively with colleagues, and as a member of a team
• Ability to present complex technical concepts and data to a varied audience effectively
• More than 5 years of relevant experience

PREFERRED EXPERIENCE:

• Experience working in the public health or healthcare industry with various health applications and data.
