Application Developer / Programmer (PeopleSoft Financials)

Location: Hybrid

Duration: 12-Month Contract (Through June 30, 2027)

Work Schedule: Full-Time, 40 Hours/Week, Monday–Friday

Position Overview

The Office of Management and Enterprise Services (OMES), Finance Center of Excellence (FCoE), is seeking three experienced Application Developers/Programmers to support the State of Oklahoma's PeopleSoft Financials environment. These resources will assist with ongoing modernization initiatives, project implementations, financial upgrades, production support, and enhancements for Phase II state agencies.

The selected candidates will serve as core members of the FCoE team and may take both lead and support roles across multiple PeopleSoft Financials projects.


Required Qualifications

  • Strong experience with PeopleSoft Financials 9.2 and PUM Image 53.
  • Expertise in the following PeopleSoft Financials modules:
  • Grants
  • Project Costing
  • Contracts
  • Accounts Receivable
  • Billing
  • Accounts Payable
  • Travel & Expense
  • Treasury
  • General Ledger
  • Commitment Control
  • Asset Management
  • Experience supporting PeopleSoft implementations, upgrades, enhancements, and production support activities.
  • Ability to translate business and functional requirements into technical specifications.
  • Experience collaborating with Business Analysts, System Analysts, System Integrators, Oracle Support, and business stakeholders.
  • Strong communication skills with both technical and non-technical users.
  • Experience creating and maintaining:
  • Test scenarios and test scripts
  • Training materials
  • Configuration documentation
  • SOPs, manuals, and job aids
  • Ability to analyze, document, and design workflow solutions, particularly within Accounts Payable and Travel & Expense modules.
  • Strong knowledge of:
  • Component Interfaces
  • SQR
  • Application Engine
  • PeopleCode
  • PeopleTools
  • SQL Developer
  • BI Publisher
  • Experience identifying project risks, issues, and mitigation strategies.
  • Understanding of accounting procedures, policies, and standards.

Key Responsibilities

  • Provide production support for PeopleSoft Financials modules.
  • Participate in implementation, upgrade, and enhancement projects.
  • Support Financials PUM upgrades, patches, and fixes.
  • Maintain and execute PeopleSoft Test Framework (PTF) scripts.
  • Work with agencies to gather requirements and perform fit-gap analysis.
  • Develop technical solutions that align with statewide standards and accounting procedures.
  • Prepare project documentation, training guides, testing artifacts, and status reports.
  • Collaborate with internal teams, system integrators, and agency stakeholders to ensure successful project delivery.
  • Support workflow design and process improvement initiatives.


Preferred Qualifications

  • Experience working within government environments.
  • Previous experience supporting the State of Oklahoma.
  • Experience with current PeopleSoft PUM Images and statewide financial systems.

  • Timely resolution of production support issues.
  • Weekly status reports.
  • Project plans, as required.
  • Development requests completed according to state standards.
  • Fit-gap analysis documentation.
  • Test scripts and test results.
  • Training materials and user guides.
  • Technical configuration and setup documentation.
  • Successfully completed projects with stakeholder approval and sign-off.
