The primary purpose of this position is to develop, implement, and administer the Physical Security Program for United States Special Operations Command (USSOCOM). The employee provides security expertise in a wide variety of security management functions required by Presidential Executive Order, Department of Defense, and service component regulations.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes apply mastery knowledge of regulations, policies, standards, procedures, methods and techniques applicable to a broad range of requirements sufficient to plan, direct, coordinate, and evaluate diverse Physical Security programs. Applies knowledge by evaluating and installing multi-layered security systems and provides interagency coordination the Department of Homeland Security, various military departments, USD(I), and Joint Staff, in addition to serving as the Command physical security representative on all program reviews and staff assistance visits of command staff and component commands. -- Mastery knowledge of physical security regulations, and directives issued by the Department Homeland Security, Department of Defense, Military Services, applicable Executive Orders, Congressional laws and Federal Acquisition Regulations, and interpret new policy issuances for application in a variety of locations. Provides clear and logical explanations of regulations and applicable orders and laws. Applies knowledge in area of expertise by performing independent work and serving as a security participant on projects both within and outside USSOCOM. Comprehensive of security principles, and standards related to diverse contractor operations sufficient to apply a wide range of methods and techniques in the performance of contractor operations on government facilities, to determine compliance with applicable regulatory requirements and provisions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

DUTY 2: Manages command physical security and resource protection programs.
DUTY 3: Provides command-wide technical guidance and applies functional expertise necessary for the overall management of diverse programs affecting a complex multi-mission major command.
DUTY 4: Manages the overall Command Physical Security Program and the Security Systems Branch within the Security Management Office.

- Extensive knowledge of the physical security program and interrelationships with highly specialized areas of security, especially security systems, annual budgeting, and contracting practices.
- Thorough knowledge of facility design, method of construction, interpretation of prints and schematics, alarm systems, electrical principles, computerized access solutions, special access controls and their requirements.
- Expert ability in troubleshooting, installing, repairing and correcting malfunctions in complex electronic security/force protection systems where circuit theory must be used to understand the operation of individual circuits; in interpreting complex drawings, specifications and schematics of complete systems to recognize the functions and interconnections of components, assemblies and subassemblies.
- Masters skills and knowledge in the use of electronic test equipment such as automated test equipment, pulse and signal generators, digital data generators, digital voltmeters; and in the theories of a variety of hand tools such as screwdrivers, wrenches, drills, and soldering irons.

Responsibilities:
DUTY 1: Serves as the technical authority for Special Operations Command Physical Security, enforcing all operational, functional, and mission assurance aspects of the program to include managing the operation and maintenance of all Force Protection and Physical Security systems.DUTY 2: Manages command physical security and resource protection programs.
DUTY 3: Provides command-wide technical guidance and applies functional expertise necessary for the overall management of diverse programs affecting a complex multi-mission major command.
