Serves as a senior policy expert for privacy, confidentiality and disclosure policy issues, including electronic privacy issues, such as electronic access rights. Ensures that strategic disclosure policy issues are integrated into SSA operations and business processes.

Duties

Implements legislative/executive directives relative to Agency privacy and disclosure policies/processes.Manages SSA’s disclosure regulations, including drafting revisions and amendments to the regulations, coordinating component clearances, and responding to comments from the public as necessary.Provides expert advice and recommendations to Agency staff/leadership on privacy and disclosure issues and their integration into Agency business processes.Directs the monitoring of major SSA initiatives, such as Disability Service Improvement and the Agency’s Internet site, for any privacy, information access,(Cont'd) or disclosure policy implications may require the development of new policy or documents to ensure compliance with applicable laws and regulations.Plans, conducts and oversees a broad range of analyses of highly complex privacy and disclosure policy issues having Agency-wide impact.Represents and speaks for the Division Director and Head when working as part of a committee or workgroup.Designs and implements special studies and projects relative to significant disclosure issues.Coordinates and provides consultative and advisory services to officials from other SSA components, other government agencies, and representatives of public and private organizations.Evaluates the effect of/advises on technological advances and their impact on privacy policy.Develops ways to assure the public can confidently deal with the Agency in electronic applications. HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements. Applicants must have 52 weeks of specialized experience gained in a federal position at or above a GS-13 level, or equivalent, which is in or related to the work of the position to be filled. As a senior analyst, the incumbent must possess substantive knowledge and experience on disclosure and privacy policy issues. Such experience should include ALL of the following: (1) Analyzing and applying disclosure and privacy-related laws and requirements (e.g., Privacy Act, OMB, FISMA, or NIST) to evaluate the potential effects of such laws/requirements on business operations; AND (2) Providing policy analysis to agency programs and identifying regulatory or policy limitations pursuant to the Privacy Act, E-Government Act, FISMA, OMB and/or NIST mandates/directives; AND (3) Providing advice on disclosure and privacy policy/compliance issues to internal and external stakeholders. A candidate without senior performance in this skill will not be able to effectively serve as a senior analyst. Sufficient training and mentoring cannot be provided within a timely manner. NOTE: Your resume must specifically address the required experience, supported by detailed documentation of duties performed in positions held including their grade level, and full start and stop dates (day, month, and year). Qualification requirements must be met by the closing date of this announcement. If you have federal status and are applying for promotion, you must have at least 52 weeks at GS-13 (OR 52 weeks in a federal position equivalent to GS-13 as determined by this office). NOTE: If you are a current Federal employee eligible under VEOA, you are subject to the time-in-grade requirement and must submit an SF-50 as required in required document section. Time in grade requirement must be met by the closing date of this announcement.

This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component under Law & Policy. Additional selections may be made within 6 months of the date the best qualified list is issued. LOCALITY PAY: Base Salary shown GS-14 step 1 $107,446 to GS-14 step 10 $139,684. Actual salary will be set in accordance with locality pay provisions. For information on locality pay rates please visit: OPM 2026 General Schedule (GS) Locality Pay Tables Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay. OTHER NOTES: This is a non-bargaining unit position. Telework may be available in accordance with Agency policy. Relocation expenses will not be paid. This is a high-risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level. As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: - your performance and conduct; - the needs and interests of the agency; - whether your continued employment would advance organizational goals of the agency or the Government; and - whether your continued employment would advance the efficiency of the Federal service. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
