Summary
The Office of the Inspector General (OIG), Office of Audit (OA) conducts audits, evaluations, and other reviews of the SSA programs and operations to measure the effectiveness of policies and procedures; assess the achievement of program goals; evaluate the economy and efficiency of operations; and identify vulnerabilities to fraud, waste, and abuse. This is a developmental position leading to the full performance level of GS-13.
Duties
Identifies existing data resources, coordinates research areas, and reviews relevant legislation, regulations, SSA policies, and other internal and external reports to accomplish project objectives.Develops comprehensive plans to accomplish complex and sensitive projects in accordance with applicable standards, policies, and procedures.Modifies work plans by changing areas of emphasis and devises new approaches as determined by the analysis of preliminary findings.Communicates project objectives and work plans to project team members and OIG executives at team meetings, and to Agency staff at entrance conferences.Performs projects in accordance with the work plans and applicable standards. Interviews others to gather information necessary to accomplish objectives.Analyzes information gathered to evaluate compliance with program regulations, policies, and procedures to evaluate accomplishment of program goals and to assess the economy and efficiency of operations.Prepares written reports, memos, and other documents to summarize the results of reviews and to present recommendations.Presents the results of projects and addresses questions or concerns during team meetings and briefings with OIG executives and during exit conferences with SSA staff.Liaises with SSA staff on program and operational issues and negotiates to gain acceptance of findings and the recommendations presented where differing points of view may be strongly held.Identifies problem areas and researches, gathers, and analyzes information that results in new project proposals.

The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. In addition to meeting the basic requirement, applicants must also meet the grade specific requirements below in order to qualify: To qualify for the GS-07 level, applicants must possess at least one of the following: Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-05 level or equivalent, which is in or related to the work of the position to be filled and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include all of the following: (1) Assisting with routine financial or performance audit procedures; (2) Gathering documentation in support of financial or performance audits. -OR- Education or Combination: Applicants may substitute education for the required experience or combine education and experience to qualify.
