This position requires an understanding of statute, regulations and parliamentary process with the ability to work collaboratively and effectively with elected officials and staff, legislative analysts, department heads, associates and representatives of other agencies, and members of the general public.

Position Purpose

This position will provide management oversight of contracts processing unit, department recruitment, public records staff, and administrative support staff. This position also provides department-level human resource functions, including but not limited to: FMLA/leave administration; maintaining and tracking salary and classification information; tracking all positions as approved by the budget; receives and processes various personnel forms; and maintains custody of and processes confidential department employee information.

To provide leadership, supervision, and technical guidance to staff within assigned Human Services program areas. Responsible for implementing programs and coordinating program operations, including work assignments, performance evaluations, and issue resolution to ensure the delivery of quality services that meet program goals and standards.

  • Supervises and participates in designing one or more human services programs or projects, including planning, establishing goals and objectives, budgeting, subcontracting, and developing program monitoring and evaluation systems.
  • Supervises and evaluates the work of direct report employees as required; advises, instructs, trains, and assigns work to employees as necessary; participates in the selection of new employees and makes recommendations regarding the hiring, discipline, transfer, and termination of employees.
  • Prepares reports and other documents as needed; completes and/or reviews documentation such as work orders and timesheets; reviews time and material reports and maintains work records; oversees preparation and maintenance of program documentation, reports, and records; ensures accuracy and timeliness of data collection and reporting; and implements systems to improve documentation efficiency and compliance.
  • Participates with other members of the Human Services Department management team in identifying and achieving department goals.
  • Monitors and evaluates operations against established program goals; develops corrective action plans in areas of insufficient performance; and develops annual and other reports as required.
  • Prepares reports on program operations in area of responsibility, supervises information gathering and research to facilitate proper use of services and funds.
  • Responds to inquiries regarding specific problems or issues in the area of assignment; notifies the Division Manager and Director of sensitive issues, including politically sensitive matters, compliance concerns, and emerging trends in industry and/or public feedback
  • Participates in coordination of activities with other division and departmental programs, county agencies and community as needed; provides leadership to local initiatives, coalitions and projects as directed; acts as an advocate for program/project as appropriate.
  • Works in a cross-disciplinary and interdepartmental manner to best meet the needs of the department's clientele.
  • Assures compliance with statutes, regulations, and other guidance; participate in development and implementation of quality assurance measures; and maintains program standards to meet funding and, as applicable, accreditation requirements.

STATEMENT OF OTHER DUTIES

  • May perform the duties of all direct report employees.
  • Perform related duties as required.

A Bachelor's degree in business, public administration, social sciences, or other field directly related to human services; PLUS, four (4) years of progressively responsible experience in the administration of human services programs, including two (2) years of supervisory or leadership experience OR any equivalent combination of education, training, and/or experience that provides the required knowledge and abilities. Must pass job-related tests.

Special Requirements

A valid Washington State Driver's License, unrestricted except as to vision, is required prior to appointment. Depending on the program assignment, applicants may be required to pass additional screening relevant to the position.KNOWLEDGE AND ABILITIES

Knowledge Of

  • Governmental and private sector human services programs and systems;
  • Principles, practices, and techniques in area of assignment;
  • Principles, practices and procedures involved in the planning, development, administration: budgeting, monitoring, and evaluation of such programs;
  • The literature, trends and developments in the area of specialty;
  • Supervisory and personnel management procedures and practices;
  • Use of applicable technology.

Ability To

  • Plan, organize, and coordinate work through professional employees and supportstaff;
  • Establish and maintain effective working relationships with department heads, associates, employees, representatives of other agencies and with thegeneral public;
  • Develop work plans, schedules;
  • Analyze and evaluate operations and take effective action to correct deficiencies andresolve problems;
  • Ability to express self clearly and professionally both orally and in writing;
  • Prepareavarietyofcorrespondence,reports,andotherwrittenmaterialsand documents;
  • Develop, interpret, and apply policies related to the program(s) supervised;
  • Advise, support, and motivate employees and assure effective working relationships with public, co-workers, advisory groups, county, city, state, and federal officials.
  • Utilize computer technology for management of program data.

SUPERVISION

This position reports to a Division Manager as assigned. General goals and objectives are established by the Division Manager. Work is performed with considerable independence and is reviewed through meetings, reports, and results obtained.

WORKING CONDITIONS

The work is performed in the usual office environment with trips to other locations to deliver services, conduct community partner and subcontract site visits, attend community meetings, and coordinate or deliver other program activities. The employee is required to work evenings, weekends and holidays as necessary. No heavy lifting required.
