SMX is seeking a Deputy Program Manager to join in a senior leadership position supporting the IMITSS contract for the DITAC organization at NAWCWD in China Lake, CA. The Deputy Program Manager will support in the management of day-to-day operations of contract, cost, schedule, and performance execution. The ideal candidate will provide supervision to the program team, staffing and training support, administrative oversight, operations management, workforce management, risk management, financial management, and subcontracts oversight. They will serve as a liaison between the key Government points of contact and the IMITSS staff to ensure contract execution.
This is a key personnel requirement for the IMITSS contract to support onsite at the Ridgecrest SMX office and requires periodic travel to customer-designated work sites, including NAS Point Mugu. This candidate will work on high visibility, mission critical aspects of the IMITSS program and will perform all functional duties independently.
This position requires a high level of written and verbal communication skills, a capacity to manage high stress situations, the ability to multitask and manage various project and personnel elements simultaneously, demonstrated leadership skills, and big-picture thinking/vision.
Essential Duties & Responsibilities
- Manages changes to scope, cost and schedule of program
- Manages and executes multiple task orders and projects in line with designated deadlines and customer expectations
- Personnel management (interviewing/hiring/onboarding/training/performance evaluation assessments/mentorship and development/disciplinary actions)
- Establishes communications with customers; Communicates effectively across all levels of management
- Supports the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA)
- Assesses program procedures, practices, philosophies, and documentation for compliance with specifications, contract task orders, and mission requirements
- Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards
- Manages risk accordingly
- Optimizes and improves processes where necessary
- Processes procurement requests
Required Skills & Experience
- Clearance Required: Secret or the ability to obtain and maintain
- 10 years of applicable management experience
- MA/MS degree (Bachelors accepted in lieu of Masters degree with an additional 4 years of work experience)
- Strong leadership and relationship management skills
- Excellent time management, prioritization, and organizational skills
- Excellent verbal and written communication skills
- Ability to use Microsoft Office programs and other relevant technology applications
- Proven track record of managing multiple priorities simultaneously
Desired Skills & Experience
- Previous Government contracting or program management experience
- PMP certification or DAWIA Level II
- Goal-oriented and action focused, pragmatic and self-disciplined
- Able to effectively handle multiple and shifting priorities and possess excellent time management skills
- Ability to influence and focus on process improvement
- Proficient use of Microsoft Word, Excel, PowerPoint, Visio and Project
