This opportunity is in support of the United States Department of Agriculture (USDA) United States Forest Service (USFS) Washington Office (WO) Fire and Aviation (FAM) Management Staff as a part-time Program Manager. This is a teleworking position.
Scope of Work
As the Program Manager you will serve as the subject matter expert to: Administer specific projects on behalf of agency personnel and maintain project cost, schedule, and performance data. Meets regularly with Government Program Manager and advise on deliverables and issues on the project. Consults with and advises Government and serves as an advisor providing the analytical guidance required for completion of projects. Facilitates overall strategy development at the project and program levels. Possesses demonstrated ability in effective oral and written communication, planning, leadership, and operational skills.
Tasks
- Work closely with the upper management and staff, providing advice and administrative support regarding the priorities and engaging stakeholders on critical policy issues.
- Develop strategies for maintaining appropriate performance levels for the organization in support of management initiatives.
- Develop processes and communication materials for new directives.
- Coordinate with senior team members on communication strategy and planning, produce information and talking points for leadership on operational and policy matters, and coordinate these products with key stakeholders, including primary and interagency partners.
- Conduct in-depth analysis and provide data-driven recommendations concerning management priorities.
- Ensure management has wide-ranging perspectives and appropriate information needed to make determinations by conducting independent research, engaging with internal and external stakeholders, and verifying information with program officials.
- Prepare products to articulate, interpret, delineate, and explain/defend highly complex, potentially controversial agency policies, programs, and activities.
Requirements:
- Must be able to detail past experience working with Contracting Officer’s Representative on various reporting documents and tracking status of deliverables.
- Must be proficient and confident in discussions and tailoring your communication style at all levels of management and external stakeholders.
- Must be proficient in researching and analyzing data and creating appropriate level documents and reports.
- Must have a people-oriented mentality.
- Must possess the creativity, resourcefulness, and decisiveness needed to manage risks and respond to critical situations and corporate-wide strategic initiatives.
- Must have a strong sense of urgency in driving projects to completion and be motivated to achieve outcomes and results
- Must have excellent organizational skills and the ability to effectively coordinate the activities of multiple groups with a strong sense of urgency and ability to improvise and solve complex problems.
- Be able to travel as needed.
Experience/Education
Bachelor’s degree in business or a related field and minimum of five
(5) years of progressive program/project management experience or a combination of an
associate degree and a minimum of eight (8) years of experience in a related field.
