Role Overview
This Programmer Consultant position is responsible for the maintenance, support, and development of mission-critical interfaces between a state department of motor vehicles' core business application and a third-party commercial-off-the-shelf (COTS) Motor Carrier System (MCS). Working independently, the programmer takes the lead in troubleshooting complex integration issues, coding custom interface enhancements, and coordinating software release cycles with external vendor partners. This role requires Criminal Justice Information Services (CJIS) information security certification, which the agency will sponsor upon hire. This is a 12-month hybrid contract opportunity with a possibility of extension.

Key Responsibilities
Interface Development & Integration Architecture
- Maintain, support, and develop business-to-business (B2B) web service interfaces connecting the agency's core transactional business systems with third-party COTS motor carrier platforms.
- Code, test, and deploy database and application interface enhancements utilizing .NET, C#.NET, and other modern Microsoft ecosystem tools.
- Code integrations against relational database management systems (RDBMS) using advanced SQL querying and database optimization techniques.
- Collaborate with external technology vendors to coordinate system release cycles, manage shared deliverables, and maintain operational continuity.
System Troubleshooting & Production Support
- Monitor, analyze, and optimize active data interfaces to ensure highly reliable transaction processing and data integrity.
- Lead the analysis, diagnosis, and resolution of complex technical problems, interface anomalies, and connectivity failures.
- Provide dedicated production support for integrated applications, developing quick workarounds or long-term software resolutions.
DevOps & Project Governance
- Manage software version control, build workflows, and source code management natively within Team Foundation Server (TFS) and Visual Studio.
- Document system designs, interface specifications, operational playbooks, and troubleshooting procedures to support ongoing maintenance.
- Provide daily and weekly progress metrics, issue logs, and project status updates to both development and business managers.
Required Qualifications
- 8 or more years of experience with Microsoft .NET architecture and programming.
- 8 or more years of experience with Microsoft Web Service Architecture and Programming.
- 8 or more years of experience with Business-To-Business (B2B) Web Service Interface Architecture.
- 5 or more years of experience utilizing Microsoft Visual Studio (version 2019 or higher) for enterprise development.
- 8 or more years of experience with .NET, C#.NET, and other Microsoft ecosystem development tools.
- 8 or more years of experience with application programming against Relational Database Management Systems (RDBMS) utilizing SQL.
- 8 or more years of experience utilizing Microsoft Team Foundation Server (TFS) for source code and build management.
- 7 or more years of professional IT experience working within state government or similar public sector environments.
- Bachelor's degree in an information technology-related discipline combined with 8 or more years of professional experience (or a minimum of 10 years of highly related technical experience in lieu of a degree).
- Ability to obtain and maintain Criminal Justice Information Services (CJIS) security certification (sponsored by the agency upon hire).
Preferred Qualifications
- Hands-on experience utilizing Microsoft Visio for system mapping and data-flow documentation.
- Proven experience collaborating with diverse business units and third-party vendors to keep mission-critical business systems operational.
- Strong understanding of release management orchestration and coordinating change windows between internal team releases and external vendor release cycles.
- Possession of Microsoft technical development certifications.
