Clarification from the agency Senior executives The public Federal Employees - Competitive Service Federal Employees - Excepted Service Duties Help Maintains real-time awareness of activities across program office, including emerging risks, workload pressures, leadership challenges, and dependencies between offices that may affect delivery of required work. Establishes clear expectations for senior leaders regarding performance collaboration, and follow-through, and intervenes when execution falls short or priorities become misaligned. Serves as the primary internal authority for resolving issues that span both offices or functional areas, while exercising judgement about which matters require elevation to the Chief Financial Officer. Leads the integration of enterprise risk management, internal control, and financial reporting activities to provide cohesive, data-informed insights to Agency leadership on emerging fiscal and operational risks. Provides authoritative advice to Agency leadership on the financial implications of new or proposed legislation, regulations, and policy initiatives, including impacts on credit programs, subsidy costs, and long-term resource needs. Collaborates with the Chief Information Officer and other executives to ensure that financial management, acquisition, and program systems are interoperable, secure, and aligned with federal cybersecurity and privacy requirements. Champions the use of advanced analytics, dashboards, and self-service reporting tools to improve visibility into budget execution, credit program performance, and resource utilization across the Agency. Oversees the design and modernization of financial systems and related business processes to comply with federal financial management standards while enabling timely, accurate, and transparent reporting to Office of Management and Budget, Treasury, and Congress. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Internal Control Program Management: Demonstrated executive-level experience directing an Agency-wide or enterprise-wide internal control program under the Federal Managers' Financial Integrity Act (FMFIA) or a comparable private-sector framework. Qualifying experience includes overseeing risk assessment across all five Committee of Sponsoring Organizations of the Treadway Commission (COSO) components, coordinating deficiency remediation across multiple organizational units, and producing the evidentiary record an external auditor requires to render a financial statement opinion. TQ 2: Federal Credit Program Financial Management and Reporting Compliance: Demonstrated experience managing an auditable credit loss or subsidy cost estimation process for loan portfolios with differing legal structures, documentation histories, or evidentiary standards, combined with experience integrating financial, operational, or award data across multiple source systems for external reporting. Qualifying experience includes building input-level controls, establishing a documented review trail for auditors, managing simultaneous compliance with the accounting and regulatory requirements applicable to each portfolio type, and tracing data quality deficiencies to root cause before submission. Federal experience under the Federal Credit Reform Act (FCRA) and the Digital Accountability and Transparency Act (DATA Act), or private-sector equivalents under the Current Expected Credit Losses (CECL) standard or comparable regulatory reporting frameworks, qualifies. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
