Information System Analyst

Job Scope:  The Systems Analyst is responsible for the development, testing, implementation and maintenance of comprehensive information systems.  Work involves the developing of procedures for the solutions of well-defined, routine business problems, and converting the procedures into applications and programs required for computer solutions.  The Systems Analyst will ensure effective and efficient use of systems hardware and software for all staff and volunteers.

Essential Job Functions:

• Confers with user departments to define data needs and maintains communication with departmental personnel to ensure satisfaction with information systems reporting.
• Participates in the instruction of departmental personnel as assigned.
• Tests and implements comprehensive information systems according to written specifications and established activity programming standards.
• Assists in the analysis of present systems and operations;
• Documents existing procedures and operating methods and defines requested data requirements.
• Analyzes documentation files and reports.
• Assists as directed in the design of improved systems and methods of implementation.
• Writes complicated data extracts using advanced report writing tools.
• Assists with the implementation of new systems and the monitoring and updating of existing systems.
• Coordinates the implementation of methods, procedures, and forms to be utilized by the end user service group, activity or department.
• Assist with the preparation of materials for management presentations regarding the implementation of a management information system.
• Performs maintenance according to specifications to modify or improve existing systems.
• Remains abreast of developments in the field of Data Processing by attending seminars, participating in continuing education programs, reviewing pertinent literature and periodicals, etc.
• Designs and writes report specifications.
• Designs, tests, and implements custom database software programs to meet a specialized user need.
• Researches, evaluates, and recommends specialized third party application solutions for users.
• Performs miscellaneous job-related duties as assigned.

Minimum Education and/or Experience:  Bachelor's degree in Business Administration, Computer Science, Mathematics, or related field, and (2) years of progressively responsible experience in application development, or a combination of the above which provides sufficient knowledge and experience to function effectively in the position.

• Thorough knowledge of data base technology and components.
• Knowledge of systems analysis and data processing.
• Ability to use one or more microcomputer database programming languages.
• Ability to learn and use proprietary software as needed.
• Ability to analyze data and develop conclusions.
• Ability to train others in the use of modem information systems.
• Ability to perform pre-production training.
• Ability to read and comprehend technical and professional journals and manuals.
• Ability to write clear and concise letters, memos, reports, instructions, and flowcharts.
• Ability to interface effectively with end-users.
• Ability to express oneself clearly and concisely.
• Ability to analyze complex procedures and systems and to make recommendations for revisions or updating of the system.
• Ability to establish and maintain effective work relationships with other employees.
• Ability to work under pressure and meet deadlines.

Necessary Special Requirements: Possession of a valid Florida driver's license, acceptable driving record, and proof of personal automobile insurance if required to drive an SMA vehicle and/or use a personal vehicle for SMA business. Complete State of Florida mandatory background screening prior to start of employment.  Complete SMA required training during the first six (6) months of employment and updated if required.

Physical: Mobility and ability to bend and reach during an 8-12 hour day. Able to lift minimum 10 pounds. Visual and auditory acuity sufficient to evaluate, intervene, treat, and record client health care needs. Fine motor skills for legible and accurate charting, daily correspondence and presentation, either manually or orally. Work endurance ability to work 8-12 hour shifts with a meal break, as possible. Routine 8-12 hour shifts. Hours and days off may vary. Extra hours may be required. Work assignment locations may vary.
