Description

This position will be in support of the NYS Tax Modernization Program. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the major areas under modernization include:

• Collections and Accounts Receivable
• Integrated Account System
• OLS Modernization
  
  

Duties

• The selected candidate will be responsible for all phases of the System Development Life Cycle for a multi-tiered complex processing system. Specific tasks will include:
• Responsible for guiding the technical design for new development and system enhancements.
• Responsible for coordinating the technical solutions among various technical support groups.
• Presentations of technical solutions to management and technical support areas.
• Responsible for implementing technical solutions.
• Guiding requirements gathering sessions.
• Guiding the analysis of requirements and system design work.
• Development of technical design documents and program specifications.
• Coding, unit and integration testing of programming assignments.
• Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment.
• Writing and tuning SQL.
• Technical Support of user testing efforts.
• Performance tuning of new and existing applications.
• Production support tasks including analysis of issue, propose and implement solutions.
• Mentoring of less experienced staff would be required.
  
  

Mandatory Requirements

• Experience (15 Years)
• Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large-scale software system.
  
  

Requirements

• This is an 100% Onsite.
• 84 months experience with a Government Taxation organization, which includes business knowledge, technical design, development, maintenance, and end user support of complex Tax Returns processing.
• 84 months experience in building choreography or orchestration processes using technologies like WebSphere Integration Developer (WID) that are built with WebSphere Process Server (WPS), IBM BAW/ IBM CP4I (IBM Cloud Pak Integration).
• 84 months experience with Java/XML based Rules Engine and Rules building tool like ODM, ADS and working with XML and Xqueries, JSON, JSON Schemas and JSON Path (Xpath for JSON)
• 84 months experience with XML, J2EE technologies Servlets, JavaScript, EJB, JDBC, JNDI, MQ series, JMS, CTG, JSP XML, BPEL, SOA, XSD, XPATH, JDOM and SCA, IBM DB2.
• 84 months experience with Java programming in an IBM Environment development using IDE of IBM's Rational Application Developer (RAD) that are built with WebSphere Application Server (WAS).
• 84 months of experience in java messaging services using IBM MQSeries or IBM CP4I MQ.
• 84 months experience of working with frameworks like IBM EAD4J, JADE, Spring Framework.
• 84 months of system analysis and design experience for multi-tiered transactional system, and experience of writing technical design specification documents for multi-faceted component-based systems.
• 60 months experience in performance tuning returns processing system implementation and with Java/XML based Rules Engine and Rules building tool and working with XML and XQueries.
