The City of Pearland, TX is seeking to hire a full-time ROW Inspector to improve aspects of the day-to-day operations of our Right-of-Way division within our Engineering and Public Works department. The ROW Inspector earns a competitive hourly wage of $22.92- $24.81/based on experience and qualifications. Oversees, administers and inspects work performed by City contractors within or adjacent to City ROW and City property. Documents work performed, identifies areas of need, solicits and reviews proposals, communicates with contractor representatives, recommends approval of invoices, etc.

Job Summary
Oversees, administers and inspects work performed by City contractors within or adjacent to City ROW and City property. Documents work performed, identifies areas of need, solicits and reviews proposals, communicates with contractor representatives, recommends approval of invoices, etc.
Essential Functions
- Monitors activity of City Contractors including the ROW Mowing Program contractor, City Property Mowing Program(s), National Sign Plaza contractor, etc.
- Identifies areas of need within the ROW and City properties and works with Public Works ROW Division management to develop plans to address the deficiencies.
- Ensures compliance with contract documents and specifications.
- Works with division and department management to refine and re-establish standards for ROW and City property maintenance and beautification.
- Observe contract work in progress to ensure that procedures are followed and materials used conform to specifications.
- Communicate with contractors to answer questions and assist with problems.
- Performs and directs grounds maintenance activities such as mowing, landscaping, pruning, weeding, edging, aerifying, fertilizing, and applying of herbicides and pesticides.
- Review projects from submittal to completion to assure that all work is done in a manner that complies with city and contract specifications.
- Regular and timely attendance at work.
- Inspects, installs, repairs, constructs, renovates, and maintains facilities and equipment; performs minor carpentry, plumbing, and painting work.
- Serves as "essential personnel" and is required to remain available for immediate call-in due to any natural or man made disaster, or any other event the Right-of-Way Superintendent, the Director of Public Works and/or City Manager deem necessary.
- Provide communication to supervisor of all unsafe conditions on the job.
- Contribute to team effort by performing other related duties as assigned.
- Operates within allocated budgets.
- High school diploma or equivalent is required.
- Experience working with the public, contractors, and landscape companies is desirable but not required.
- Any other construction skills or knowledge possessed will be considered in obtaining this position.
- Valid, Class C Texas Driver's License.
