Position Overview

As an Operations Support Specialist, you will report to the Operations Strategy Manager to conduct Small Business Program and Procurement Training Program activities for the SLAC organization / various stakeholders in the SLAC Directorates. You will be a primary contributor and facilitator in the development and execution of the small business and training program in the supply chain management group. You will work with a cross functional team across procurement, program managers, and legal. You may manage the updating and creating of controlled procurement forms ensuring the procurement forms are aligned with procurement policy and procedures; and manage and maintain the accuracy and relevance of the procurement / supply chain management internet and intranet web pages including SharePoint site(s). This position is expected to independently discern job priorities with a keen attention to detail, apply excellent problem-solving and multi-tasking skills to resolve complex operations requests, and ensure prompt completion of deliverables against deadlines.

Your Specific Responsibilities Include

  • Independently implement, administer and evaluate day-to-day activities of the unit, function or program by identifying and executing tasks and objectives, making recommendations that impact policies and programs, and assigning resources to achieve the goals of the program.
  • Independently implement, administer and support the development and execution of the small business program. This includes maintaining the prospective small business supplier database / list. Learn and observe criteria for evaluating small business partners. Assist in small business outreach including developing communications, planning, and promoting outreach events and/or conferences aimed at small business engagement. Stay informed about upcoming opportunities to communicate to prospective suppliers thereby promoting healthy competition and enhancing supplier diversity.
  • Supplier engagement to connect small businesses with SLAC stakeholders to enhance SLAC compliance to designated goals.
  • Identify training needs of the procurement specialist and procurement users (i.e., program managers, procurement gatekeeper) and analyze compliance reviews and score card results to suggest training needs. Develop and update comprehensive training materials as requested. Implement feedback mechanisms post-training and continuously refine training materials.
  • Evaluate and integrate artificial intelligence tools to enhance efficiency and effectiveness in SCM including training and other operation areas
  • Collect and analyze data, create reports, review and explain trends; formulate and evaluate alternative solutions and/or recommendations to achieve the goals of the program or function.
  • Analyze and interpret policies; develop, revise and implement procedures for program or function.
  • Represent the program or function as the key contact and subject matter expert within the department, unit or school. Commit resources and provide information and/or training. May also represent the program or function to external/internal stakeholders and constituencies.
  • Organize and/or participate in outreach activities that may include developing communications and training, planning/promoting events and/or conferences.
  • May participate in development of budgets, monitor, and approve expenditures. May perform limited forecasting and provide recommendations that determine the budget.
  • May direct staff to perform various tasks and assignments. May also supervise staff.

To Be Successful In This Position You Will Bring

  • Bachelor¿s degree and three years of relevant experience, or combination of education and relevant experience.
  • Demonstrated ability to prioritize own work and multi-task.
  • Demonstrated experience in program administration, particularly in small business initiatives or procurement processes
  • Demonstrated excellent organizational skills.
  • Demonstrated ability to take initiative and ownership of projects.
  • Demonstrated ability to develop and facilitate training programs.

  • Familiarity with AI tools and their applications in operational improvement is a plus.

  • As a national laboratory, SLAC National Accelerator Laboratory is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require employees to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

The expected pay range for this position is $100,023 - $124,516 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of the salary or hourly wage the university reasonably expects to pay for a position upon hire. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.

At SLAC/Stanford, base pay represents only one aspect of the comprehensive rewards package.
