Job Summary
The Regional Director of Enterprise Application Services and Analytics will work with both Operations and Information Services, leveraging technology solutions across the organization to gain optimal patient safety and satisfaction, end user adoption, and clinical and revenue cycle efficiency. The Regional Director of Enterprise Application Services and Analytics will drive continual process improvement in the delivery of application, informatics, and analytic services throughout Skagit Regional Health (SRH) in managing the Epic Electronic Health Record (EHR), ancillary systems, business applications (inclusive of the ERP), other third-party applications, and data analytics systems. The Director will apply strong knowledge of healthcare technology and operations, proven communication, problem-solving, critical thinking, and management skills to guide and assist SRH on matters related to design, development, and deployment of mission-critical systems. The Director will be responsible for enterprise application portfolio management decisions working closely and collaboratively with all of Information Services leadership and staff. The Director will maintain knowledge of current and emerging trends in healthcare technology, actively seeking information to stay abreast of best practices, application solutions and services, informatics, and analytics, striving to incorporate innovation in a practical, cost-effective manner. Essential Functions
Strategic Leadership: Develop and implement a comprehensive strategy for enterprise applications that supports SRH’s business goals and objectives. The position will collaborate closely with IS Leadership, the SRH Leadership team, and the Executive Leadership Team in the delivery of high-performing services. Advocate, co-develop, and support the IS Strategic Plan in alignment with the SRH Strategic Plan. Champion for the IS Guiding Principles across the enterprise.
Leadership of digital transformation efforts: Identify opportunities for innovation and improvement, while overseeing ongoing implementation of multiple, integrated, large application initiatives.
Team Leadership and development: Lead, mentor, and develop a high-performance team of Information Technology professionals. Foster a culture of innovation, excellence, collaboration, and ongoing improvement. Responsible for the Epic Application teams, the Third-party Applications team, and the Analytics team.
Business Engagement: Develop productive relationships with business leaders across SRH to influence how applications can enable new sources of value. Conduct regular surveys of stakeholders’ satisfaction with applications, publish the results and, where necessary, implement action plans to improve satisfaction. Ability to mitigate conflict and communicate effectively with clinicians, operations, and IT professionals in a collaborative and positive manner.
Portfolio Management: Oversee the management of SRH’s enterprise applications portfolio, ensuring it meets current and future business requirements. Evaluate and prioritize projects based on strategic alignment, return on investment, and risk. Perform ongoing analyses for current and future components of the portfolio. Identify opportunities for system modernization, integration, automation, and rationalization. Manage resource capacity and forecasting via planned schedules and metrics forecasting monthly, quarterly, and annual needs as driven by organizational and application/technology demand.
Operational Excellence: Safeguard the reliability, availability, and performance of SRH enterprise applications. Implement best practices for application life cycle management, including development, deployment, maintenance, and support. Manage master data across applications. Establish end-user support service level agreements and report metrics on a regular basis. Drive technology improvements in partnership with clinical and operational staff. Assure a high level of system uptime and service via management of production support including adhering and contributing to IS Policy and Procedures (e.g. change control, communications, downtime planning, etc.). Oversee the resolution of all application issues.
Vendor Management: Establish and maintain strong relationships with key vendors and partners. Develop a nuanced understanding of strategic vendors’ roadmaps and how these will support SRH’s business objectives. Collaborate with IT sourcing and vendor management teams to strengthen SRH’s position when negotiating with software and service vendors.
Risk management and compliance: Work within the SRH IS governance structure to ensure enterprise applications comply with all relevant laws, regulations, and industry standards. Oversee risk management processes to identify, assess, and mitigate risks associated with applications and database systems.
Budget Management: Develop and manage the budget for all applications, ensuring optimal allocation of resources and cost-effectiveness.
Performs other duties as assigned by CIO. Adheres to all SRH and department specific policies and procedures.
Complete all mandatory learning requirements in a timely manner. Attend and actively participate in all department, team and/or committee meetings. Comply with all Skagit Regional Health, department and location specific policies and procedures.
Education
Bachelor’s degree in computer science, information technology, business administration, or a related field. A master’s degree is preferred.
Experience/Training
Minimum of 10 or more years of IS or Healthcare experience, with at least 3-5 years in a leadership role.
- Proven track record of leading digital transformation initiatives and implementing large-scale IT projects.
- Extensive experience with EHR, ERP, and other business-critical applications preferred.
License/Certifications
Epic Certification highly preferred; other system certifications optional.
