Job Summary
The Program Manager Value Analysis Surgical Services supports Skagit Regional Health organization with oversight of Surgical and Procedural clinical products review and evaluation process in support of the supply chain management function, as well as finds opportunities to improve, maintain supply quality while reducing overall costs. Leads and facilitates the Surgical Services and Procedural Value Analysis Teams for Skagit Regional Health’s perioperative and procedural clinical product evaluation and standardization; conducting cost and quality analysis. This position closely collaborates with Material Management Clinical Departments, Information Systems, Finance Team, Providers and clinical staff.

Essential Functions
Evaluates product usage regionally in perioperative, procedural clinical and operational support areas. Discerns opportunities to standardize clinical equipment, products and services across all entities and business units. Leverages and performs comprehensive data analysis and key performance metrics to identify opportunities for cost savings, tracking and improved resource utilization collaborating with SRH departments. Collaborates closely with internal teams and stakeholders to assess purchasing trends and optimize procurement strategies, and enhance operational efficiencies. Engages with both local and national Group Purchasing Organizations to support negotiation of favorable contracts, ensures compliance with best pricing agreements and drives the adoption of standardized products. Utilizes product benchmarking services to compare costs and evaluate vendor performance to implement cost efficient purchasing decisions that align with organizational goals and industry best practices.
Leads the value analysis committees for surgical and procedural areas as well as creates manages and coordinates VA Service Line Sub-Committees. Schedules and hosts monthly Surgical and Procedural Services Value Analysis Committee meetings. Develops, maintains and distributes program/project information and documentation. Tracks VATs financial impacts to the organization quarterly and annual roll-up. Creates and distributes meeting agendas, minutes, status reports, and shares department documents.
Serves as a liaison between Supply Chain, and clinical teams with regard to new product introductions. Collects data and draws conclusions from product evaluations to determine clinical acceptability of products and services obtained for evaluation purposes. Researches, determines, and reports root causes of problems associated with new or existing products.
Works extensively with clinicians, physicians, supply chain, associates, department directors, vendors and service line leaders regionally on product standardization and material use evaluation initiatives. Develops product evaluation tools and techniques to rapidly assess and evaluate the clinical appropriateness of products undergoing evaluation. Performs and collaborates with financial services on life cycle cost and benefit cost analyses to substantiate decisions in product selection. Coordinates new product trials associated with appropriate use of new or existing products and documents and tracks trial outcomes for Value Analysis Committee.
The position is responsible for all aspects of the new product request (NPR) and backorder substitution process regionally. Through product research, vendor engagement and clinical conversation, the VAT Program Manager assists in the execution of identified opportunities for product standardization, product substitution, and the implementation of practices that are designed to reduce the cost of care while maintaining or improving quality. Maintains knowledge on industry standards as well as new products available in the industry. Proactively understands and participates in the organization's strategic plans and objectives. Coordinates with Materials Management on inventory levels and assists with managing and standardizing PAR levels regionally for Perioperative Services and Procedural Areas. Assists with training of Buyers, Stakeholder on Value Analysis processes. Oher duties as assigned.

Education
Bachelor’s degree in Business Administration or Supply Chain Management or equivalent required or obtained within 3 years of hire.

Experience/Training
5 years of experience working in or with clinical areas, preferably perioperative, with providers and clinicians. Provider relation experience preferred. Previous Purchasing or Materials Management experience preferred.

License/Certifications
Value Analysis Certificate from Association for Healthcare Value Analysis Professionals preferred.

Other Skills
Effective verbal, written and interpersonal communication skills required. Expert level in Microsoft Office applications to perform work. Strong data analytic experience with utilizing, generating and running reports in Excel, Materials Management and Electronic Health Record software preferred. Well-developed problem solving and analytical skills required. Must be able to effectively prioritize workload amongst frequent interruptions with competing priorities.

While performing the duties of this job, the employee is regularly required to talk and hear. This position is very active and requires standing, walking, bending, kneeling, stooping, crouching, crawling, and climbing all day. The employee must frequently lift or move objects and patients weighing over 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to focus.
