Job Summary
Responsible for the daily operations of MM supply chain for Skagit Regional Health, an integrated healthcare system, including SVH and CVH, and off site facilities. Coordinates the day-to-day functions involved in service-focused and cost effective operations of the staff. Oversee logistics and supply management activities at SVH of Central Supply Distribution, Warehouse Receiving, MM Courier Deliveries, SVH Mailroom and SVH Print Center.

Essential Functions
Oversees purchasing for warehouse and central supply distribution inventory at SVH.

Oversees receiving at SVH ensuring accuracy in receiving processes and tracking.

Oversees MM/CS Courier deliveries and schedules.

Oversees Mailroom and Print Center staff and functions, and schedules staff according to daily duties required for all MM Operations.

Maintains adequate supply levels throughout the organization utilizing the PAR level replenishment system.

Reviews all PAR level utilizations for assigned areas of responsibility.

Works with SRH leaders to establish effective levels.

Utilizes all materials/supplies in a cost-effective manner.

Orders materials/supplies accurately and timely.

Edits ordering department PAR forms as needed.

Evaluates materials/supplies for stock/non stock status determination.

Expedites back order items and offers alternate materials/supplies to meet required need.

Coordinates orders, returns and issue resolution with vendors. Inputs inventories/requests in system accurately and timely.

Communicates item location changes and product status to customers in a timely manner.

Coordinates the maintenance of adequate supply levels in anticipation of emergency situations and maintains sources of emergency supply items from other health facilities and vendors.

Ensure supply room(s) are maintained in an orderly manner.

Maintains inventory management through effective cycle counting and inventory utilization reports.

Responsible for the asset recording of IT equipment, capital equipment and furniture for all of SRH facilities.

Responsible for annual inventory count for SVH distribution per established policies and procedures.

Ensures hospitals materials handling and patient care equipment is properly maintained and preventative maintenance is performed regularly.

Effectively orients and ensures appropriate training for direct reports.

Provides feedback and recommendation to Director and Human Resources regarding performance management including coaching, performance improvement, evaluations and terminations in accordance with organizational, departmental and collective bargaining guidelines and policies.

Staffs at levels that are adequate to meet organizational and departmental standards as established.

Monitors and adjusts workflow to ensure compliance.

Manage staff time cards utilizing the electronic time keeping system in accordance with organizational and departmental policies and procedures.

Approves timecards in a timely manner. Ensure optimal workflow and production.

Leads and participates in performance improvement activities, ensuring implementation in an accurate and timely manner.

Participates in review and revision of functional area policies, procedures.

Develops new policies as required.

Assist Director with budget process including operating and capital budget preparation and maintenance as required.

Operates as a subject matter expert for MM logistics performing as a resource for staff and ordering departments.

Ensure compliance to standards of accreditation and regulatory agencies.

Departmental point person for Materials Management Information Systems (MMIS).

Assist Director with product recall and alerts.

Develops standards, policies and procedures that are consistent with recognized inventory control distribution and materials management operational logistics.

Manages contract requirements as required for central service areas of function and responsibility.

Coordinates rental and/or lease arrangements for required supply items.

Reports and/or resolves all safety incidents or issues in a timely manner.

Assists department directors and managers in obtaining safety data sheets (SDS) on all hazardous materials used in the hospital.

Leads departmental QI initiatives and establishes the continuous quality improvement (CQI) activities for MM operations.

Assists with Value Analysis projects and coordinates product evaluation as required.

Attends and actively participates in meetings, committees and councils as required.

Facilitates open communication and participation among staff.

Manages mail services and logistics of mail delivery across all SRH facilities.

Manages the expectations of SRH departments for the Print Center services.

Exemplifies the mission, vision and service standards of the hospital as well as the focus statement of the department.

Maintains effective inter departmental relationships by providing the highest level of services, management assistance and open communication.

Maintains current knowledge of technical and/or regulatory topics effecting health care and area(s) of responsibility.

Complies with all SRH policies and procedures.

Ensures compliance with SRH Safety and Infection Control policies and procedures and utilization of personal protective equipment (PPE) and proper body mechanics for all assigned staff.

Maintains/supports compliance with DNV Standards, WDOH, CMS, and AASM professional standards of practice and other regulatory expectations as applicable.

Report and monitor incidents via EQMM and Midas.

Attends required meetings and participates in committees as elected or assigned.

Travels between sites as needed.

Manages and coordinates special projects as needed.

Complies with all SRH policies and procedures.

Perform other duties as assigned.

Education
High School diploma or GED required. Bachelor’s degree in related field, required.

Experience/Training
Minimum of four (4) years’ experience in materials management or central supply distribution, including two (2) year supervisory experience in healthcare related field required. An equivalent combination of education and experience may be substituted.

License/Certifications
Current Washington State Driver’s License and Automobile Liability Insurance required.

Must have the ability to maintain high customer service standards for all customers. Effective interpersonal, written and verbal communication skills. Must be able to establish and maintain effective interpersonal relationships with employees, patients, visitors and volunteers. Comprehensive knowledge and understanding of healthcare supply chain logistics required. Ability to operate the machinery required to perform job. Ability to form collaborative team relationships with vendors and across the organization. Understanding of packaging, preparation and sterilization of surgical instruments. Proficient computer skills. Knowledge of union contracts and unionized working environments. Must be able to understand and communicate institutional problems. Demonstrates responsible use of resources, including time, facilities, supplies, equipment, staff, information, finances, education and developmental assets. Fiscally responsible, including corporate billing compliance. Efficiently uses resources, tools and supplies. Requires use of computers for email, MS Word, Excel and PowerPoint, including multi-function devices. Well-developed problem solving and analytical skills required. Must be able to effectively prioritize workload amongst frequent interruptions with competing priorities. Knowledge of the healthcare environment preferred. Must possess the ability to provide leadership and training to others. Ability to coordinate work schedule with requirements of position (may include weekend work).

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. This position is very active and requires standing, walking, bending, kneeling, stooping, crouching, crawling, and climbing all day. The employee must frequently lift objects weighing up to 50 pounds and occasionally lift or move objects weighing over 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to focus.
