Position Overview

SJ International Development is seeking a motivated and detail-oriented Project Engineer to support our General Contractor project management team.

This position will work closely with Project Managers, Superintendents, subcontractors, consultants, and government agencies to help manage construction projects from preconstruction and permitting through inspections, completion, and closeout.

A major part of this role will involve coordinating with city and government agencies, tracking permits, scheduling inspections, responding to agency comments, and helping ensure that all required approvals are obtained on time.

The ideal candidate has experience in construction project coordination, permitting, inspections, or general contractor operations and is comfortable managing multiple project tasks, documents, and deadlines.

Key ResponsibilitiesProject Management Support

  • Assist Project Managers with day-to-day construction project coordination.
  • Track project schedules, milestones, deadlines, and outstanding action items.
  • Coordinate with subcontractors, vendors, architects, engineers, consultants, and property owners.
  • Assist with preparing project updates, meeting agendas, meeting minutes, and progress reports.
  • Follow up with project team members to ensure required information and deliverables are submitted on time.
  • Support project planning from preconstruction through construction completion and closeout.
  • Assist with reviewing construction drawings, specifications, contracts, and project requirements.
  • Maintain organized project records, drawings, correspondence, reports, and approval documents.

Permitting and Government Agency Coordination

  • Prepare, organize, and submit building permit and agency application packages.
  • Coordinate with city planning departments, building and safety departments, fire departments, public works departments, utility agencies, and other government authorities.
  • Track permit applications, plan-check comments, corrections, resubmissions, and approval status.
  • Communicate with city staff and agency representatives regarding project requirements and outstanding items.
  • Help coordinate responses to plan-check comments with architects, engineers, and consultants.
  • Schedule required construction inspections with government agencies.
  • Track inspection results, correction notices, reinspection requirements, and final approvals.
  • Follow up with inspectors and project teams to resolve inspection-related issues.
  • Assist with obtaining temporary certificates of occupancy, certificates of occupancy, permit sign-offs, and project closeout approvals.
  • Visit city offices or project sites when necessary to submit documents, attend meetings, or support inspection coordination.

Construction Administration

  • Assist with RFIs, submittals, shop drawings, change orders, and material approvals.
  • Maintain RFI, submittal, permit, inspection, and change-order logs.
  • Review subcontractor submissions for completeness before forwarding them to the Project Manager or design team.
  • Assist with bid comparisons, subcontractor scopes, cost tracking, and purchase orders.
  • Coordinate with subcontractors regarding schedules, required inspections, approved plans, and construction requirements.
  • Assist in reviewing project schedules and identifying potential delays or coordination issues.
  • Track long-lead materials, equipment deliveries, and outstanding procurement items.
  • Support document control and ensure the project team is working from the latest approved drawings.

Field Coordination

  • Participate in project site visits and construction meetings.
  • Document construction progress, field conditions, and outstanding issues.
  • Assist the Project Manager and Superintendent with resolving field coordination items.
  • Help confirm that required inspections are requested before work is covered or completed.
  • Coordinate with subcontractors to prepare work areas for city or agency inspections.
  • Maintain records of inspection approvals, correction notices, photographs, and field reports.
  • Assist with punch-list tracking and project closeout documentation.

Qualifications

  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Engineering, or a related field is preferred.
  • Approximately 1–3 years of experience in general contracting, construction management, project engineering, permitting, or project coordination is preferred.
  • Experience working with city building departments, permit applications, plan checks, or construction inspections is strongly preferred.
  • Basic understanding of construction drawings, specifications, and project documentation.
  • Familiarity with RFIs, submittals, shop drawings, change orders, and construction schedules.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple projects, deadlines, and follow-up items.
  • Strong written and verbal communication skills.
  • Comfortable communicating with government agencies, consultants, subcontractors, and project teams.
  • Proficiency in Microsoft Office, including Excel, Word, Outlook, and Project, is preferred.
  • Experience with construction management software such as Procore, Bluebeam, Autodesk Construction Cloud, or similar platforms is a plus.
  • AutoCAD knowledge is a plus but not required.
  • Valid driver’s license and ability to travel to project sites and government offices as needed.
  • Mandarin Chinese and English bilingual proficiency is preferred.

Preferred Experience

  • Building permit applications and plan-check coordination.
  • Scheduling and tracking city inspections.
  • Commercial, industrial, warehouse, restaurant, retail, or tenant improvement construction.
  • Working for a General Contractor, developer, construction manager, or design-build company.
  • Coordinating with architects, engineers, subcontractors, and government agencies.
  • Tracking permits, inspection corrections, RFIs, submittals, and project closeout documents.

Job Type: Full-time

Schedule:
Monday through Friday, with occasional site or agency visits as required.

Work Location:
In person at 9451 Telstar Ave, El Monte, CA 91731, with travel to project sites and government offices as needed.

Pay: $4,000.00 - $6,500.00 per month
