Program Integrator 3 / Program Management Specialist
SITEC Consulting is seeking an experienced Program Integrator 3 / Program Management Specialist to support a mission-focused customer environment. This position is ideal for a highly organized program management professional with experience supporting government program managers across financial tracking, schedule management, acquisition documentation, reporting, and resource planning.
The selected candidate will provide direct programmatic support at the program level, helping track cost, schedule, performance, staffing, contract funding, and overall execution status. This role requires strong attention to detail, excellent communication skills, and the ability to translate complex program data into clear reports, briefings, schedules, and decision-support materials.
Experience developing and maintaining an Integrated Master Schedule (IMS), working in Microsoft Project, and supporting customer programmatic tools and processes such as FACTS, CMIS, JIRA, and ARBs is highly desired. A technical background is preferred, and knowledge of AI-related initiatives is a plus.
Responsibilities
- Provide financial, staffing, schedule, and summary reports to Government Program Managers and program leadership.
- Assist with the allocation, tracking, and analysis of program resources, including contract staffing, facilities, budgets, and funding execution.
- Recommend funding adjustments and identify areas of concern related to execution, staffing, funding, or program risk.
- Support the development and maintenance of program documentation, including:
- Task Technical Orders
- Statements of Work
- Program Management Plans
- Risk Management Plans
- Program schedules
- Technical CICA memorandums
- Acquisition Strategies
- CDRL packages
- Develop, maintain, and track program schedules, including Integrated Master Schedules.
- Use program management tools such as Plan-It, Microsoft Excel, Microsoft Project, JIRA, and other customer systems to support planning, documentation, execution, and reporting.
- Assist program managers in tracking program status, evaluating operational and technical alternatives, performing risk assessments, and managing integrated product teams.
- Support execution within established cost, schedule, and performance baselines.
- Attend contract reviews and assist with cost estimating, burn rate analysis, funding execution, and monitoring of program outcomes.
- Prepare point papers, briefing charts, spreadsheets, financial reports, staffing reports, and other decision-support materials.
- Analyze, track, and report program unfunded requirements in accordance with customer policies and processes.
- Prepare recurring reports related to:
- Funding execution
- Budget availability vs. projected costs
- Cost estimating and burn rate analysis
- Contract funding runout dates
- Periods of performance
- Planned award dates
- Contractor deliverables
- Staffing trends, vacancies, delays, projections, and attrition metrics
- Contract documentation readiness and baseline schedules
- Assist Government Program Managers and initiative leads with resource planning and tracking.
- Prepare and support delivery of presentations for program and initiative status reviews.
- Communicate effectively with technical teams, program leadership, contracts personnel, financial stakeholders, and customer representatives.
Required Qualifications
- Twelve years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management.
- Bachelor's degree with a business or technical focus.
Degree Substitution
In lieu of a bachelor's degree, the following may be substituted:
- PMP certification, CFCM certification, or DAWIA Level III certification in any focus area, plus an additional three years of directly related experience, for a total of fifteen years of experience.
In lieu of certification, an additional three years of directly related experience may be substituted, for a total of eighteen years of directly related experience.
Required Skills
- Experience providing direct programmatic support to Government Program Managers or senior program leadership.
- Experience supporting cost, schedule, performance, budget, staffing, and contract execution tracking.
- Experience preparing program briefings, financial reports, spreadsheets, point papers, and executive-level decision-support materials.
- Experience developing or maintaining program schedules, preferably including Integrated Master Schedules.
- Proficiency with Microsoft Excel, including demonstrated use of:
- Pivot tables
- Slicers
- Pivot charts
- Proficiency with Microsoft Project.
- Strong communication, organization, and coordination skills.
- Ability to manage multiple priorities and deliver accurate reporting in a fast-paced program environment.
Desired Skills
- Familiarity with Plan-It.
- Experience using customer programmatic support tools and processes such as FACTS, CMIS, JIRA, and ARBs.
- Experience supporting contract actions, acquisition documentation, or baseline readiness activities.
- Technical background or experience working closely with technical teams.
