Simpson County Schools requires that Clerical staff that do not hold the verifiable equivalent of an Associates Degree from an accredited institution (60 college hours) hold Kentucky Career Readiness Certification (KCRC). The Kentucky Career Readiness Certificate is a portable, evidence-based credential that certifies essential skills needed for workplace success. A Level 3 or higher Certificate is required for Clerical candidates.
The KCRC assessment is offered by the Adult Learning Center located at the Kentucky Community & Technical College. You may contact the Center by phoning 270.901.1181 or 270.901.1182 to schedule an appointment. Upon request, results will be forwarded to Simpson County Schools' Human Resources Dept.
NOTE: Internal candidates whose training and experience have been validated by the District and the Hiring Manager may be exempt from the KCRC.
TITLE:
Accounts Specialist (HR-Benefits Coordinator)
QUALIFICATIONS:
Associate’s Degree/Certificate or demonstrated progress toward obtaining an Associates and/or a minimum of five years of responsible Human Resources Assistant/Generalist/Benefits Coordinator experience required, possess the necessary literacy skills to fulfill the performance responsibilities of the job. Knowledge of State Financial Accounting System-MUNIS preferred but not required.

Director of Human Resources
PRIMARY JOB GOAL:
To perform highly responsible and complex Human Resources/Benefit Administration duties; to exercise independent judgment in assisting the Director of Human Resources in implementing his/her various programs; apply considerable Human Resource/Benefit Administration knowledge, use, and interpretation of district policies and procedures and state/federal regulations as they relate to personnel issues. Possess the necessary literacy and Human Resources/Benefits Coordinator skills to fulfill the performance responsibilities of the job. Assist in the orientation/on-boarding and/or exiting of all district employees.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Human Resources/Benefits Administration and office principles, procedures, reporting practices, and equipment; knowledge of district organization, operations, policies, and objectives; knowledge of state and federal rules and regulations as they relate to employment and Human Resources; Proficiency in or knowledge of using a variety of software applications, especially Excel and Microsoft Word. High level of interpersonal skills to handle highly sensitive and confidential situations and documentation and work effectively with minimum supervision, knowledge of office administration procedures, Ability to operate most standard office equipment. Attention to detail in composing and proofing materials; establishing priorities and meeting deadlines, Ability to establish and maintain a variety of complex and confidential files and records, Ability to work confidentially with discretion, possess organizational skills and skills in Human Resources and Benefits Administration. Excellent spelling, grammar and written communication skills. Excellent telephone and oral communication skills. Ability to maintain a high level of confidentiality. Knowledge of HIPPA requirements.
PERFORMANCE RESPONSIBILITIES:
*Serves as Human Resources Accounts/Benefits Specialist to the Director of Human Resources by assisting in the planning, organizing, and coordinating of Human Resources activities to relieve the Director of Human Resources of routine clerical details.
*Monitors applications for employment by substantiating applicant skills via electronic applicant tracking system
*Processes and maintains substitute applicants via electronic substitute management system
*Process security/employee badges
*Orders retirement gifts
*Monitors and processes Workers Compensations claims
*Monitors and processes unemployment claims for approval
*Monitors and processes FMLA documents
*Updates Human Resource Departmental Website
*Maintains an accurate filing system containing confidential personnel files of all district employees, maintains a variety of other complex personnel records and other program files
*Maintains an accurate accounting system of current sick, personal, and emergency days available to district employees.
*Responds to questions or complaints from vendors, district administrators, or employees regarding Human Resources issues and concerns
*Assists in annual distribution of 'Intent of Employment Forms' to district employees; assists in the collection and processing of such forms.
*Assists in annual distribution of letters of reasonable assurance for employment to all substitute employees; assists in the collection and processing of such forms via EPSB website.
*Monitors and processes CT Appeals Committee data
*Assists in annual distributing, collecting, processing, and filing of all contracts for employment of district employees.
*Assists in annual health insurance open enrollment for the district.
*Maintains regular communication with the State Department of Education and with various insurance companies in order to serve as liaison between the State Department of Education/insurance companies and the Director of Personnel and district employees.
*Assists in maintaining an updated district roster.
*Maintains listing of certified/classified substitutes and distributes to district supervisors/principals on an as needed basis.
*Ensures new employees complete appropriate on-boarding forms for employment (application, health and life insurance forms, retirement form, federal/state withholding forms, health certificate and TB skin test, crime check, complete transcript and teaching certificate, Form I-9, drug free workplace policy, FMLA, pay schedule, school calendar, contract of employment, administrative handbook, and other necessary forms as may be applicable); explains COBRA information.
*Ensures exiting employees complete appropriate existing forms and return of HR property
*Sends requests for validation of teaching experience for new certified personnel employed in the system.
*Assists in correspondence letters and memorandums for Human Resources issues and other programs.
*Provides detailed and technical information concerning district policies, procedures, and established regulations.
*Communicates with district personnel on confidential or sensitive issues.
*Assures timely communications between office and district employees; makes phone calls to receive and transmit information; types memos, letters, and notices; composes correspondence or prepares from rough draft.
*Prepares monthly Personnel Reports for the Board of Education meetings.
*Researches and compiles information and computes statistical data as requested by the Director of Human Resources in working with personnel issues or other programs.
*Performs receptionist duties as receptionist schedule dictates.
*Collaborates with Finance and other departments throughout the district as needed
*Performs related duties and assumes other responsibilities as may be assigned by the Director of Human Resources and the Superintendent.
