About Rise & Thrive Program Inc.
Rise & Thrive Program Inc. is a nonprofit organization preparing to operate a Transitional Housing Program for Nonminor Dependents (THP-NMD) in San Diego County. Our mission is to support former foster youth ages 18–21 as they transition to independent adulthood through housing stability, life skills development, and wraparound support services.
We are currently in the licensing and pre-operations phase and are seeking an experienced Program Administrator (Consultant) to help launch, oversee compliance, and support daily operations.
Position Overview
The Program Administrator (Consultant) is responsible for the day-to-day operational oversight of the THP-NMD program, ensuring compliance with California Title 22 regulations, county requirements, and internal policies.
This is a contract, part-time role ideal for a seasoned nonprofit or THP professional who has previously worked in foster youth programs, transitional housing, or social services leadership.
Key Responsibilities
Program Operations & Compliance
- Oversee daily operations of the THP-NMD program
- Ensure compliance with Title 22, CDSS, and Community Care Licensing (CCL) requirements
- Support licensing readiness, inspections, and corrective actions
- Maintain audit-ready program documentation and participant files
Staff Oversight & Support
- Supervise and support program staff (case managers, social workers, support staff)
- Review schedules, timecards, and coverage plans
- Provide guidance on participant cases and compliance documentation
Participant & Service Oversight
- Oversee intakes, service plans, and participant progress
- Ensure delivery of required THP-NMD services (life skills, education, employment, health referrals)
- Address participant concerns, incidents, and risk issues
Coordination & Reporting
- Coordinate with county representatives, service providers, and community partners
- Participate in staff meetings, case reviews, and planning sessions
- Support reporting for licensing, contracts, and funding as needed
Qualifications (Required)
- Experience working in THP-Plus, THP-NMD, foster youth programs, or transitional housing
- Strong knowledge of California Title 22 regulations
- Previous experience in a Program Administrator, Program Manager, or Senior Program role
- Experience supervising staff and overseeing compliance
- Excellent organizational, documentation, and communication skills
- Ability to work independently in a startup environment
Preferred Qualifications
- Experience working with Community Care Licensing (CCL/CDSS)
- Background in nonprofit management or social services leadership
- Familiarity with San Diego County child welfare or foster youth systems
- BSW, MSW, or related degree (preferred, not required depending on experience)
Schedule & Compensation
- Part-Time / Contract: Approximately 20–30 hours per week
- Pay Range: $45–$55 per hour (based on experience)
- Flexible schedule during startup phase
