Simcere of America, Inc. is the US-based innovation hub of Simcere Pharmaceutical Group, a leading R&D-driven pharmaceutical company. Located in the heart of the Cambridge biotech cluster, our center focuses on international collaboration, early-stage discovery, and clinical development. We are expanding our footprint and seeking two dynamic HR Managers to join our founding team.

The Role: This is a comprehensive, full-function HR leadership role. Reporting directly to the Group HR VP, you will act as a strategic business partner to the US site leadership. While your immediate priority will be spearheading aggressive Talent Acquisition to build our core scientific and clinical teams, you will simultaneously design and implement the full spectrum of HR frameworks—from Total Rewards and Performance Management to Organizational Development and Compliance.

Key Responsibilities:

  • Strategic Talent Acquisition :
  • Design and execute a comprehensive recruiting strategy to attract top-tier talent in the competitive Boston/Cambridge biotech ecosystem.
  • Personally lead full-cycle recruiting for executive, senior scientific (R&D), and clinical leadership roles.
  • Build a robust employer brand and talent pipeline, minimizing reliance on external agencies.
  • Total Rewards & Performance Management:
  • Develop competitive compensation and benefits structures (including equity/long-term incentives) benchmarked against local biotech standards.
  • Design and implement performance appraisal systems to ensure high performance and alignment with global objectives.
  • Organizational Development (OD) & Culture:
  • Drive organizational design and workforce planning to support business scaling.
  • Foster a cohesive, innovative culture that bridges the gap between the US site and China HQ.
  • Lead employee engagement and retention initiatives.
  • HR Operations & Compliance:
  • Establish and maintain US HR policies, employee handbooks, and SOPs in compliance with Federal and Massachusetts labor laws.
  • Mitigate legal risks and manage employee relations issues effectively.
  • Oversee payroll, benefits administration, and HRIS data integrity.

Qualifications:

  • Education:
  • Bachelor’s degree required (Human Resources, Business Administration, or related field).
  • Master’s degree or MBA is preferred.
  • Experience:
  • 5 years of progressive HR experience, with at least 3 years in a leadership role.
  • Mandatory experience in the Pharmaceutical/Biotech industry.
  • Proven track record as a Full-Function HR Generalist with deep expertise in Talent Acquisition.
  • Language: Bilingual fluency in Mandarin and English is required for effective collaboration with Global HQ.
  • Competencies:
  • Strategic & Hands-on: Capable of high-level strategy (OD/C&B design) while willing to roll up sleeves for recruiting and operations.
  • Start-up Agility: Thrives in a fast-paced, ambiguous environment with the ability to build processes from scratch.

Salary : $150,000 - $210,000
